【摘要】：自从中国共产党十六届四中全会提出建设和谐社会的宏伟目标后,意味着我国发展战略开始由农村与城市、经济与社会、东部地区与中西部地区非协调发展向协调发展转变,意味着城乡二元经济一体化将成为我国国民经济和社会发展的重要政策趋向。但是,我国目前的现实状况不容乐观，尤其是城乡发展差距与和谐社会的目标要求相差甚远。甘肃地处我国西部经济欠发达地区，城乡发展差距矛盾尤为突出。然而，目前学术界对这一问题的研究尚不够系统，研究方法也不够科学。因此，本文在现有研究成果的基础上，以国民经济运行的基本流程和框架为研究路径，以构建城乡发展综合评价指标体系为研究工具，以探索城乡发展差距的成因为研究目标，综合应用经济学原理、国民核算学原理、统计学和计量经济学等多种方法，对甘肃省城乡发展差距进行了系统分析。本文首先从经济学和统计学两个角度，对国内外城乡发展差距研究领域的已有成果进行了述评，提出了测度城乡发展差距的评价指标体系和方法。以此为基础，，分别从生产差距、收入差距、消费差距和社会福利差距等四个方面，对甘肃省城乡发展差距及形成原因进行了测度和研究。在分领域研究基础上，本文采用专家打分法确定各指标权重，应用综合评价方法，对甘肃省城乡发展差距进行了综合评价，并应用向量自回归模型（VAR）对甘肃省城乡发展差距的形成原因进行了分析，并据此提出缩小甘肃省城乡发展差距的对策建议。
[Abstract]:Since the fourth Plenary session of the 16th Central Committee of the Communist Party of China put forward the grand goal of building a harmonious society, it means that the development strategy of our country has begun to change from the non-coordinated development of rural and urban areas, the economy and society, the eastern region and the central and western regions to a coordinated development. It means that urban-rural dual economic integration will become an important policy trend of our national economy and social development. However, the current situation in China is not optimistic, especially the gap between urban and rural development and the goal of a harmonious society. Gansu is located in the underdeveloped areas of western China, and the gap between urban and rural development is particularly prominent. However, the current academic research on this issue is not systematic enough, and the research methods are not scientific enough. Therefore, based on the existing research results, this paper takes the basic process and framework of the national economy as the research path, constructs the comprehensive evaluation index system of urban and rural development as the research tool, and explores the causes of the gap between urban and rural development as the research goal. Based on the principles of economics, national accounts, statistics and econometrics, this paper makes a systematic analysis of the gap between urban and rural development in Gansu Province. This paper reviews the existing research achievements in the field of urban-rural development gap at home and abroad from the angles of economics and statistics, and puts forward the evaluation index system and method to measure the urban-rural development gap. On this basis, this paper measures and studies the gap of urban and rural development in Gansu Province and the reasons for its formation from four aspects: production gap, income gap, consumption gap and social welfare gap. On the basis of sub-field research, this paper uses the expert scoring method to determine the weight of each index, and applies the comprehensive evaluation method to evaluate the gap between urban and rural development in Gansu Province. The causes of the urban-rural development gap in Gansu Province are analyzed by using the vector autoregressive model, and the countermeasures and suggestions for reducing the urban-rural development gap in Gansu Province are put forward.
