【摘要】：产业集群和工业园区所具备的竞争优势，早已受到社会各界的广泛关注，推动地方产业集群和工业园区发展也已成为国家和地方政府助推经济发展的重点。近年来，关于工业园区实现可持续发展和集群化发展研究已成为理论界探讨的热点，而基于复杂系统理论角度对工业园区集群的研究仍处于空白阶段。运用复杂系统理论对我国工业园区集群化进行研究，不仅丰富和完善了产业经济的相关理论，也为工业园区理论研究提供了新视角和新思路，在理论上极具理论研究价值。基于当前我国相当多工业园区在组织上和技术上没有形成足够的竞争优势的复杂局面，运用该理论对工业园区集群影响因素、工业园区集群演化的基本方式和演化机制等分析，提出促进工业园区集群化发展的对策建议，对加快工业园区产业集群发展，推动地方经济健康快速发展具有重大的战略意义。本文尝试在复杂系统理论研究框架下，分析工业园区集群化影响因素、集群系统复杂性、工业园区集群演化的基本方式和演化机制。深入园区网络内，从整个系统的末端（即网络结构的组成部分）入手，通过对工业园区集群系统有序度分析，构建了集群系统有序度评价体系，提出发展我国工业园区集群化的对策建议，以弥补这一方面的不足。在研究中，本文重点对工业园区集群演化的机理进行了深入分析，从复杂系统理论视角阐释工业园区集群系统的复杂性、演化机制、网络结构，从物质交流、资金交流和知识交流三个层面深入剖析工业园区集群内企业间的相互关系，并对集群网络测度探索。为了系统的分析工业园区集群化问题，本文作了如下研究路径设计。首先，梳理产业集群、工业园区与复杂系统的理论基础。然后，运用复杂系统相关理论，分析工业园区集群系统的复杂性和演化的复杂性，提出工业园区集群演化的基本方式分为他组织演化和自组织演化，工业园区集群演化机制包括他组织演化机制、自组织演化机制和涌现机制。第三，从复杂网络结构入手，分析工业园区集群系统网络形态，通过研究复杂网络结构中的三种关系流（物质交流关系、资金交流关系、知识交流关系）来研究工业园区集群化，对工业园区集群不同发展阶段的网络形态进行了分析。结合工业园区集群系统有序度内涵，构建以主体多样性、规模有序度、流的有序度和网络结构有序度、潜在有序度为主要评价指标的工业园区集群化发展评价体系。第四，通过对案例园区进行调查，获得相关数据，运用Pajek软件，结合本文构建的工业园区集群化发展评价体系，对选定的两个工业园区集群系统有序度进行评价比较。第五，提出切实可行的提升我国工业园区集群化水平的对策建议。根据研究路径，本文提出发展我国工业园区集群化的对策建议：（1）坚持规模化、集约化的原则，提升工业园区集群集聚效应；（2）积极培育核心企业吸附能力，提升工业园区集群内聚力；（3）积极培育工业园区集群市场活力，提升工业园区集群系统创造力；（4）有效促进工业园区集群交流合作，提升工业园区集群整体竞争优势；（5）积极鼓励工业园区集群自主创新，提升工业园区集群产业升级速度；（6）着力完善工业园区集群配套功能，提升工业园区集群发展支撑体系。本文在运用复杂系统理论对我国工业园区集群化的研究中，尝试运用新的视角、新的方法，提出新的观点。研究视角上，，本文创新性地运用复杂系统理论，从工业园区与产业集群内在相互关系出发，系统地探讨了工业园区集群化问题，对工业园区集群系统复杂性、形成与发展、演化机理以及工业园区集群系统有序地进行了深入分析，避免了孤立分析工业园区发展或产业集群演化所存在的局限。研究方法上，本文克服了以往其他社会网络分析法把网络结构看作是规则网络和随机网络的不足，运用复杂网络分析法，分析工业园区集群系统网络形态，通过研究复杂网络结构中的三种关系流（物质交流关系、资金交流关系、知识交流关系）来研究工业园区集群化，对工业园区集群不同发展阶段的网络形态进行了分析。通过采用复杂网络分析软件Pajek对江西省JC工业园区和浙江省SY工业园区的集群网络进行了测度。通过研究，本文得出了有个人见解的观点：首先提出了工业园区集群系统是一个复杂系统的观点，从多个角度论证了工业园区集群系统的复杂性和集群系统演化的复杂性。其次提出了工业园区集群演化的基本方式分为他组织演化和自组织演化，工业园区集群演化机制包括他组织机制、自组织机制和涌现机制的观点。最后提出了工业园区集群系统有序度是衡量工业园区集群化进程指标的观点。从主体多样性、规模有序度、流的有序度、网络结构有序度以及潜在有序度五个方面创新性地构建了工业园区集群系统有序度的评价体系，将工业园区复杂网络关系中的物质关系流、资金关系流、知识关系流三种流用来分析工业园区集群复杂系统网络结构特征，突破了以往用“熵”来分析工业园区集群系统的局限。
[Abstract]:The competitive advantages of industrial clusters and industrial parks have long been paid attention to by all circles of society. Promoting the development of local industrial clusters and industrial parks has also become the focus of economic development by the state and local governments. In recent years, the research on the sustainable development and cluster development of industrial parks has been discussed by the theoretical circle. The research on industrial cluster is still at a blank stage from the perspective of complex system theory.
The use of complex system theory to study the cluster of industrial parks in China not only enriches and improves the related theories of industrial economy, but also provides a new perspective and new idea for the theoretical research of industrial parks. It has theoretical research value in theory. Based on the present, a considerable number of industrial parks in China have not formed enough organization and technology. The complex situation of competitive advantage, the analysis of the influence factors of Industrial Park cluster, the basic mode and evolution mechanism of Industrial Park cluster evolution, put forward the countermeasures and suggestions to promote the cluster development of industrial park. It has great strategic meaning to speed up the development of industrial clusters and promote the healthy and rapid development of local economy. Righteousness.
This paper tries to analyze the influence factors of Industrial Park cluster, the complexity of the cluster system, the basic mode and evolution mechanism of the Industrial Park cluster evolution under the framework of the complex system theory, and the analysis of the order degree of the Industrial Park cluster system through the end of the whole system (that is the component of the network structure). In order to make up the shortage of this aspect, this paper makes an in-depth analysis on the mechanism of Industrial Park cluster evolution, and explains the complexity, evolution mechanism and network of Industrial Park cluster system from the perspective of complex system theory. In the study of the cluster of industrial parks in China with complex system theory, this paper tries to use a new perspective, new method and new viewpoint. In the perspective of research, this paper makes a creative use of complex system theory, from the inner relationship between Industrial Park and industrial cluster, and systematically discusses the problem of Industrial Park clustering.
