美国“重返”亚太战略的经济内涵及其影响

【摘要】：2010年下半年，美国开始高调“重返”亚太，虽然此时军事上的大动作令世界明显感知到美国“重返”的步伐，但不可忽视的是，从2009年开始，美国就已开始通过“出口倍增计划”等经济手段逐步展开“重返”计划。美国本轮亚太战略调整从经济、政治、安全、军事等领域综合展开，且对经济领域的重视上升到有史以来的最大高度，，经济举措在“重返”战略中发挥重要作用，为实现美国重振国家经济和维系世界领导权的内外政策目标服务。本文在金融危机后世界政治经济形势的大背景下，对美国“重返”亚太的动因进行简要分析，进而深入分析主要经济举措——出口倍增计划、新能源战略、国债推销、跨太平洋伙伴关系协定（TPP）和美韩自由贸易协定如何在“重返”战略中发挥作用，从而维护美国业已受到挑战的霸权利益，随后笔者对美国“重返”亚太对世界经济格局的影响进行阐述，并提出我国的应对之策。本文尝试从世界经济学科视角，对美国“重返”亚太战略进行经济内涵解读，并在此基础上分析其影响。希望通过思考，初步揭示美国制定重要经济举措的内在逻辑性，理解这些举措对世界经济格局的影响。
[Abstract]:In the second half of 2010, the United States began a high profile "return to" the Asia Pacific, although the great military action at this time makes the world perceptibly aware of the pace of "return" to the United States, but it can not be ignored that from 2009, the United States has begun to launch a "return" plan by means of economic means such as "export multiplication plan". The economic, political, security, military and other fields have been integrated, and the emphasis on the economic field has risen to the highest level in history. Economic measures play an important role in the "return" strategy to serve the internal and external policy goals of the United States to revitalize the national economy and maintain the leadership of the world.
Under the background of the world political and economic situation after the financial crisis, this paper makes a brief analysis of the motivation of the United States "return to" the Asia Pacific region, and further analyzes the main economic measures - export multiplication plan, new energy strategy, national debt promotion, trans Pacific Partnership Agreement (TPP) and the "return" strategy of the United States and Korea free trade agreements. It plays a role in maintaining the hegemonic interests of the United States, which has been challenged, and then the author expounds the impact of the "return" of the United States to the world economic pattern in the Asia Pacific region and puts forward the Countermeasures of our country.
This paper attempts to interpret the economic connotation of the "return" strategy of the United States from the perspective of the world economic discipline and analyze its impact on this basis.
