皖江城市带承接产业转移效率研究

【摘要】:产业转移是由于资源供给或产品需求条件的变化,引起产业由一个地区或国家转移到另一个地区或国家的过程。改革开放以来,中国东部沿海地区率先抓住了国际产业转移的契机,,实现了经济快速长足发展,但在经济发展过程中,其逐渐受到要素成本上升和外部需求减弱等因素的约束,迫使东部沿海地区将失去优势的产业转移到其他地区,从而实现经济转型和产业升级。皖江城市带作为承接产业转移示范区,如何积极、有效的承接国内外产业转移,快速融入全球或区域分工体系,对欠发达地区承接产业转移具有重大的战略意义。本文运用产业经济学相关理论,以皖江城市带为研究对象,对其承接产业转移问题进行了研究。 (1)本文梳理了国内外有关产业转移的相关文献,发现存在不足:国外的研究主要集中于国际产业转移问题,对区际产业转移研究相对匮乏;国内学者主要集中在产业转移的动因、机制、模式和效应等方面的理论研究,缺乏相关的定量研究。在此基础上提出了论文的研究主题和研究框架。 (2)根据城市化水平对皖江城市带进行了分类,合肥城市化水平最高,芜湖、马鞍山、铜陵城市化水平居中,安庆、六安等城市化水平较低。并进一步从产业吸引力、产业选择力、产业支撑力、产业发展力四个方面分析了皖江城市带的产业承接力,发现合肥、芜湖、马鞍山、铜陵的产业承接力较高,其他城市相对较低,这与城市化水平测算结果一致。最后通过产业梯度系数模型对皖江城市带承接长三角产业转移进行行业选择,发现其优势主要集中在矿采业和资源密集型行业以及化工、金属冶炼、电器机械制造业等行业,可以重点承接。 (3)从投入产出角度研究了皖江城市带承接产业转移效率。利用DEA方法对皖江城市带承接产业转移效率进行了测算,发现江城市带承接产业转移总体效率一般,且地区差异性较大,马鞍山、铜陵、合肥、六安产业转移效率较高,巢湖、安庆、芜湖等其他城市产业转移效率偏低。然后将产业转移效率进一步分解为纯技术效率和规模效率,分析了产业转移效率变化原因。最后利用Malmquist生产率指数模型分析了技术进步对产业转移效率的贡献,发现示范区承接产业转移技术效率呈现上升趋势,但生产率和技术进步率出现了下降趋势。
[Abstract]:Industrial transfer is the process of transferring industry from one region or country to another because of the change of resource supply or product demand condition. Since the reform and opening up, the eastern coastal areas of China have first seized the opportunity of international industrial transfer and achieved rapid and rapid economic development. However, in the process of economic development, it is gradually constrained by factors such as rising factor costs and weakening external demand. Forcing the eastern coastal areas to transfer industries that have lost their advantage to other regions, thus achieving economic transformation and industrial upgrading. As a demonstration area for undertaking industrial transfer, the urban belt of Wanjiang River is of great strategic significance for underdeveloped areas to undertake industrial transfer at home and abroad actively and effectively, and to integrate rapidly into the global or regional division of labor system. Based on the theory of industrial economics, this paper studies the problem of industrial transfer in Wanjiang urban belt. 1) this article combs the domestic and foreign related industrial transfer literature, and finds that there are some shortcomings: the foreign research mainly focuses on the international industrial transfer problem, and the research on the interregional industrial transfer is relatively scarce; Domestic scholars mainly focus on the motivation, mechanism, mode and effect of industrial transfer, but lack of quantitative research. On this basis, the research topic and research framework of the thesis are put forward. The urbanization level of Hefei is the highest, the urbanization level of Wuhu, Ma'anshan and Tongling is in the middle, the urbanization level of Anqing and Liu'an is low. Furthermore, from the four aspects of industry attraction, industry selection, industry support and industry development, the paper analyzes the industrial undertaking capacity of Anhui River urban belt, and finds that Hefei, Wuhu, Ma'anshan and Tongling have higher industrial undertaking capacity. Other cities are relatively low, which is consistent with the level of urbanization. Finally, through the industrial gradient coefficient model, the author chooses the industry of the Yangtze River Delta to carry on the industry transfer, and finds that its superiority mainly concentrates in the mining industry and the resource-intensive industry, as well as the chemical industry, metal smelting, electrical machinery manufacturing industry and so on. Can focus on undertaking. From the angle of input and output, the paper studies the efficiency of undertaking industrial transfer in Anhui River urban belt. The efficiency of industrial transfer in urban belt of Anhui River is measured by using DEA method. It is found that the overall efficiency of industrial transfer in urban belt of Anhui Province is general, and the regional difference is great. The efficiency of industrial transfer in Maanshan, Tongling, Hefei and Lu'an is high, Chaohu Lake, Chaohu Lake, and Chaohu Lake. Anqing, Wuhu and other urban industries transfer efficiency is low. Then, the industrial transfer efficiency is further decomposed into pure technical efficiency and scale efficiency, and the reasons for the change of industrial transfer efficiency are analyzed. Finally, the contribution of technological progress to industrial transfer efficiency is analyzed by using Malmquist productivity index model. It is found that the technological efficiency of the demonstration area to undertake industrial transfer shows an upward trend, but the productivity and the rate of technological progress show a downward trend.
