长江上游地区经济增长对环境质量影响研究

【摘要】:近年来,长江上游地区在河流开发和经济发展的同时,生态破坏与环境恶化加剧,给自然环境带来了沉重的压力。随着今后经济建设的快速发展,该地区将面临更加严峻的生态与环境形势。因此,充分揭示长江上游地区经济增长对环境质量的影响,深入探讨合理保护生态环境,对未来环境保护提供合理的建议,具有重要的意义,本文具体安排如下: 首先,对经济增长与环境质量关系现有研究进行回顾,以可持续发展理论,环境库兹涅茨曲线理论,外部性理论为理论基础,分析探讨经济增长影响环境质量的规模效应,结构效应,技术效应,并研究对外开放对环境质量的正负效应影响。 其次,以长江上游地区为研究对象,对经济增长现状和环境质量现状进行了深入的研究。 最后,结合这些理论知识和收集到的数据,运用各种统计分析方法和计量分析方法检验了长江上游地区经济增长对环境质量的影响。 主要得出了以下结论: 第一,经济增长对环境的影响效应可以分解为三种效应,即规模效应,结构效应,技术效应。 第二,时间序列数据分析结果表明,长江上游地区而言,在1990-2011样本期间内,工业废水与人均GDP不符合环境库茨涅茨曲线,工业废气和工业固体废弃物与人均GDP呈现微弱的倒U型曲线,且都是处于左半部分。 第三,面板数据研究表明,,长江上游地区工业废水排放量与人均GDP关系呈现不符合环境库茨涅茨曲线。长江上游地区废固排放量与人均GDP关系呈现出倒U型曲线关系。对外开放对环境质量存在一定负向的影响效应。 针对长江上游地区特点,得出长江上游地区在协调经济增长与环境质量关系的过程中,有必要从以下几方面着手:1、优化产业结构,转变发展方式。2、加强水环境监测,健全流域水污染改善机制。3、降低能耗,严格控制废气污染物的排放。4、改善贸易结构。5、构建长江上游地区生态文明建设一体化机制。
[Abstract]:In recent years, along with the development of river and economy in the upper reaches of the Yangtze River, ecological destruction and environmental deterioration have intensified, which has brought heavy pressure to the natural environment. With the rapid development of economic construction in the future, the region will face a more serious ecological and environmental situation. Therefore, it is of great significance to fully reveal the impact of economic growth on environmental quality in the upper reaches of the Yangtze River, to probe into the rational protection of the ecological environment, and to provide reasonable suggestions for the future environmental protection. The specific arrangements of this paper are as follows: Firstly, based on the theory of sustainable development, the theory of environmental Kuznets curve and the theory of externality, this paper reviews the existing research on the relationship between economic growth and environmental quality, and discusses the scale effect of economic growth on environmental quality. Structural effect, technical effect, and the positive and negative effects of opening to the outside world on environmental quality are studied. Secondly, taking the upper reaches of the Yangtze River as the research object, the present situation of economic growth and environmental quality is studied deeply. Finally, combined with these theoretical knowledge and collected data, the impact of economic growth on environmental quality in the upper reaches of the Yangtze River is tested by using various statistical analysis methods and econometric analysis methods. The main conclusions are as follows: First, the effects of economic growth on the environment can be divided into three effects, namely, scale effect, structural effect and technological effect. Second, the results of time series data analysis show that in the upper reaches of the Yangtze River, industrial wastewater and per capita GDP did not conform to the environmental Kuznets curve during the 1990-2011 sample period. Industrial waste gas and industrial solid waste show a weak inverted U shape curve with per capita GDP, and they are in the left half. Thirdly, panel data show that the relationship between industrial wastewater discharge and per capita GDP in the upper reaches of the Yangtze River does not accord with the environmental Kuznets curve. In the upper reaches of the Yangtze River, the relationship between waste solid discharge and per capita GDP is inversely U-shaped. Opening to the outside world has a certain negative effect on environmental quality. In view of the characteristics of the upper reaches of the Yangtze River, it is concluded that in the process of coordinating the relationship between economic growth and environmental quality in the upper reaches of the Yangtze River, it is necessary to start from the following aspects: 1, optimize the industrial structure, change the mode of development, and strengthen the monitoring of the water environment. Improve the mechanism of water pollution improvement, reduce energy consumption, strictly control the discharge of exhaust gas pollutants, improve the trade structure, and construct the integrated mechanism of ecological civilization construction in the upper reaches of the Yangtze River.
