中国经济包容性增长水平的测度及区域差异分析

【摘要】：经济增长是一个永恒的话题。但是若经济增长以环境和社会的不平衡发展为代价，这种增长却是得不偿失的。改革开放30年来，以速度为导向的经济增长模式的确促使我国经济有一个量的飞跃，但是随着改革的深化，这种飞跃却没有达到质的提高，经济增长并没有解决我国积淀多年的社会经济问题。而包容性增长提倡更加平等和谐的增长，，也与科学发展观的思想不谋而合，对于解决我国现阶段在经济和社会快速发展阶段所出现的不公平以及环境污染问题具有重要的意义。本文首先对包容性增长的内涵进行深入分析，在此基础上运用主客观相结合的方法，在初选的指标体系中，经过指标的鉴别力分析、相关性分析、聚类分析方法的三轮筛选，建立科学的经济包容性增长水平综合评价指标体系，包括经济增长的持续性、协调性、公平性以及有效性4个维度14个指标；其次，运用加权TOPSIS（理想点法）法、因子分析法以及灰色关联度法对经济包容性增长水平进行测度，并对三种方法的排序结果进行Kendall一致性系数检验，结果显示这三种评价方案具有高度一致性。在一致性检验的基础上，对三种评价方法进行信度分析，考虑到不同评价方法的优劣性，构建了基于信度分析的加权组合评价模型，对30个省市经济包容性增长水平进行综合评价。对最终评价排序的结果，运用GEODA095i软件及空间统计方法对经济包容性增长水平区域性差异进行深入分析，结果表明，经济包容性增长水平在不同地区存在着明显的空间异质性，并且由东到西大体呈现逐渐递减过渡的趋势。基于以上分析，本文从内外因两个方面阐释了我国经济包容性增长水平的区域差异成因，并针对各区域存在的不足提出切实可行的政策建议。
[Abstract]:Economic growth is an eternal topic. But if economic growth comes at the expense of environmental and social imbalances, the gains are outweighed. Over the past 30 years of reform and opening up, the speed-oriented economic growth model has indeed promoted a quantitative leap in China's economy, but with the deepening of reform, this leap has not achieved qualitative improvement. Economic growth has not solved the social and economic problems that our country has accumulated for many years. Inclusive growth advocates more equal and harmonious growth, which coincides with the idea of scientific development. It is of great significance to solve the problems of unfairness and environmental pollution in the stage of rapid economic and social development in China. In this paper, the connotation of inclusive growth is analyzed in depth. On the basis of this, the method of combination of subjective and objective is used. In the index system of primary election, after three rounds of screening of index identification, correlation analysis and cluster analysis, Establish a scientific index system of comprehensive evaluation of inclusive economic growth level, including 14 indicators of economic growth sustainability, coordination, equity and effectiveness. Secondly, use the weighted TopSis (ideal point method) method, and establish a comprehensive evaluation index system of economic inclusive growth level, including 14 indicators of sustainability, coordination, equity and effectiveness of economic growth. The factor analysis method and grey correlation method measure the level of inclusive economic growth, and the ranking results of the three methods are tested with Kendall consistency coefficient. The results show that the three evaluation schemes are highly consistent. On the basis of consistency test, the reliability analysis of three evaluation methods is carried out. Considering the advantages and disadvantages of different evaluation methods, a weighted combined evaluation model based on reliability analysis is constructed. To 30 provinces and cities economic inclusive growth level carries on the comprehensive appraisal. Based on the results of final evaluation and ranking, the regional differences of economic inclusive growth level are analyzed by using GEODA095i software and spatial statistics method. The results show that there are obvious spatial heterogeneity in different regions of economic inclusive growth level. And the trend of gradual decline from east to west. Based on the above analysis, this paper explains the causes of regional differences in the level of inclusive economic growth in China from both internal and external causes, and puts forward practical policy recommendations in view of the shortcomings of each region.
