昆明市招商引资对策研究

【摘要】：随着经济的发展,各国家或地区的经济状况差别甚远,要缩小国家与地区之间的差异,就需要吸引外部资金与生产要素来改变现状。在经济全球化背景下,生产要素为了追求更高的效益与回报就会在各地区不断的流动,国家和地区必需在掌握宏观经济决策下,通过一切合理的方式集聚生产要素,充分有效的配置资源。为了提高昆明市的经济发展速度,尽快达到发达地区水平,昆明市选择了招商引资的途径,缓解了区域经济社会发展过程中遇到的资金瓶颈,为区域引进积极有效的竞争机制和体制,为活跃地区的人才提供了更多的就业岗位,因此文章对招商引资相关内容做了研究。首先通过招商引资对城市经济发展水平的提升和税收的拉动以及促进就业的情况,分析了招商引资的效益。然后从昆明市招商引资的规模和质量两方面现状,分析了其招商引资存在的困难和原因。最后利用swot分析方法,结合国内成都市与青岛市以及国外的政府模式、准政府模式和私营模式三种招商引资模式,对昆明市招商引资的优劣势、机遇及挑战做了总结。研究发现,近年来昆明市招商引资在经济发展上取得了较大成效,但是仍然存在部门合力推进不足、规划对接不力、招商引资手段单一、效率不高等问题,鉴于招商引资面临的诸多问题与挑战,建议昆明市改善投资环境,调整和整合全市资源和工作力量,改进招商引资工作管理体制和运行机制。
[Abstract]:With the development of economy, the economic situation of each country or region is very different. In order to reduce the difference between countries and regions, it is necessary to attract external funds and factors of production to change the present situation. In the context of economic globalization, factors of production in order to pursue higher benefits and returns will continue to flow in all regions, countries and regions must master macroeconomic decisions, through all reasonable ways to gather factors of production, Allocate resources fully and efficiently. In order to improve the speed of economic development of Kunming and reach the level of developed areas as soon as possible, Kunming has chosen the way of attracting investment, which alleviates the bottleneck of capital encountered in the process of regional economic and social development. This paper introduces positive and effective competition mechanism and system for the region, and provides more jobs for the talents in the active areas, so this paper makes a study on the relevant contents of attracting investment. Firstly, through the promotion of the level of urban economic development, the promotion of taxation and the promotion of employment, the benefit of attracting investment is analyzed. Then, the paper analyzes the difficulties and reasons of the investment attraction in Kunming from the aspects of scale and quality. Finally, by using the swot analysis method, combined with the government model of Chengdu, Qingdao and foreign countries, the quasi-government model and the private mode, the advantages and disadvantages, opportunities and challenges of attracting investment in Kunming are summarized. The study found that in recent years, Kunming has made great achievements in economic development, but there are still some problems, such as insufficient joint efforts, weak planning and docking, single means of attracting investment, low efficiency, etc. In view of the problems and challenges faced by attracting investment, it is suggested that Kunming should improve its investment environment, adjust and integrate its resources and working forces, and improve its management system and operating mechanism.
