资源开发利用对地区绿色发展的影响研究——以辽宁省为例

【摘要】：绿色发展已逐渐成为世界各国关注的重要议题,在资源环境问题日益突出的今天,中国同样面临着绿色发展带来的挑战。地区资源开发与利用直接或间接地对绿色发展产生一定的影响,因此,研究地区资源开发利用对区域绿色发展的影响意义重大。本文在大量文献研究的基础上,依据资源开发利用与绿色发展系统的属性和特征,以及根据熵值法的客观性及其在环境能源评价应用的广泛性,首先,构建了用于资源开发利用对地区绿色发展的影响评价模型,模型对指标进行了标准化处理和权重确定,界定了灰色关联系数;其次,从资源环境、自然资源和环境政策与投资三个层面构建了指标体系,该指标体系能较全面地反应资源开发利用对地区绿色发展的影响状况。选择辽宁省1993-2013年的相关统计数据,应用所构建的评价模型对辽宁省资源开发利用对地区绿色发展的影响状况进行评价。评价结果显示:辽宁省逐渐偏离绿色资源开发利用的轨道,绿色发展处于缓慢下降趋势。2010年降幅较大,由于增大了一次性能源消耗量和化石能源生产量,使得正理想解的灰色关联度从2009年的0.54下降到0.48;而2011年之后又回升到0.57,表明辽宁省在合理资源开发利用的同时加大了环境投入和改进措施;2009-2013年间是辽宁省绿色发展的波动时期,与转变产业结构、改变资源开发利用效率和加大环保投入直接相关。总体来说,辽宁省在资源开发利用,走绿色发展之路有待进一步突破;最后,论文从三个阶段总结了辽宁省资源开发利用对地区绿色发展的影响状况及其原因,包括资源利用效率不高、环境政策与投资执行不到位等。
[Abstract]:Green development has gradually become an important issue concerned by all countries in the world. Today, when the problem of resources and environment is increasingly prominent, China is also facing the challenge brought by green development. The development and utilization of regional resources directly or indirectly have a certain impact on the green development, so it is of great significance to study the impact of regional resource development on regional green development. Based on a large number of literature studies, according to the properties and characteristics of resource development and green development system, and according to the objectivity of entropy method and its wide application in environmental energy evaluation, first of all, A model for evaluating the impact of resource exploitation and utilization on regional green development is constructed. The model standardizes the indicators and determines the weights, and defines the grey correlation coefficient. Secondly, from the perspective of the resource environment, The index system of natural resources and environment policy and investment is constructed. The index system can comprehensively reflect the influence of resource exploitation and utilization on regional green development. Based on the statistical data of Liaoning Province from 1993 to 2013, the evaluation model is used to evaluate the impact of resource exploitation and utilization on regional green development in Liaoning Province. The evaluation results show that Liaoning Province gradually deviates from the track of exploitation and utilization of green resources, and the green development is in a slow downward trend. The grey correlation degree of positive ideal solution decreased from 0.54 in 2009 to 0.48, and then recovered to 0.57 after 2011, which indicates that Liaoning Province has increased environmental investment and improvement measures while developing and utilizing reasonable resources. The period 2009-2013 is a period of fluctuation of Liaoning's green development. It is directly related to changing the industrial structure, changing the efficiency of resource development and utilization and increasing investment in environmental protection. As a whole, Liaoning Province needs to make further breakthroughs in the development and utilization of resources. Finally, the paper summarizes the impact of resource development and utilization on regional green development and its reasons from three stages. Including inefficient use of resources, environmental policies and investment implementation is not in place.
