区域低碳环保发展综合评价

【摘要】：低碳发展与环境保护两者之间相互促进、相互影响,共同构成人类发展重要约束性条件。在面临环境保护和温室气体减排问题的双重约束下,需要对低碳、环保、发展三者之间的相互影响关系进行定量评价,探究其内在规律,并找出促进三者协调发展的有效途径。通过构建低碳环保发展评价指数,分省份对区域层面的低碳、环保、发展进行了单项分析,在此基础剖析了低碳约束和环保约束分别对经济发展的影响。评价结果显示:①低碳、环保及发展区域间差异明显,并呈现"南优北劣"和"东优西劣"的空间特征;②在无约束下,环保指数的评价显示环保水平区域差异小;加入约束后的区域差异变化不大,说明经济发展是形成区域差异的主要原因;但与发展指数相比,约束下的发展指数离散系数变大,说明低碳与环保的约束扩大了区域的发展差距。据此提出了诸如坚持发展为第一要务,尊重区域差异性存在,主张实施总量减排和强度减排相结合的差异化政策。
[Abstract]:Low-carbon development and environmental protection promote each other and influence each other, which together constitute the important binding conditions of human development. Under the dual constraints of environmental protection and greenhouse gas emission reduction, it is necessary to quantitatively evaluate the interaction among low carbon, environmental protection and development, explore its inherent law, and find out the effective ways to promote their coordinated development. By constructing the evaluation index of low carbon environmental protection development, the paper analyzes the regional low carbon, environmental protection and development in provinces, and analyzes the impact of low carbon constraint and environmental protection constraint on economic development. The evaluation results showed that: 1 low carbon, the difference of environmental protection and development was obvious among different regions, and the spatial characteristics of "south superior and north inferior" and "east superior and west inferior" were unconstrained, and the evaluation of environmental protection index showed that the regional difference of environmental protection level was small; The regional differences after the addition of constraints have little change, which indicates that the economic development is the main reason for the regional differences, but compared with the development index, the discrete coefficient of the development index under constraints becomes larger. It shows that the restriction of low carbon and environmental protection widens the regional development gap. Based on this, we put forward such as insisting on development as the first priority, respecting the existence of regional differences, and advocating the implementation of the policy of combining total emission reduction with intensity reduction.
