河南省第三产业发展水平综合评价研究

【摘要】：第三产业的发展有利于促进经济结构的调整、提高产业结构层次、缓解就业压力、缩小城乡贫富差距和提高人民的生活水平。国内外的相关研究表明，大力发展第三产业已经成为优化产业结构、促进经济结构升级、增强国家和地区经济竞争力的重要环节。改革开放以来，河南省第三产业得到了迅猛发展。目前，河南省三次产业结构已经进入“三一二”模式，第三产业已经成为吸纳剩余劳动力的主力军，对国内生产总值做出了巨大贡献。但是，由于河南省是农业大省，工业发展基础差，城市化水平低，而且其地域广阔，各地市经济基础和自然禀赋都存在差异，，导致了河南省第三产业的发展存在规模性小、竞争力弱、地域发展不平衡和新兴服务业的发展受限制等问题。河南省想要增强综合经济实力，从农业大省向经济强省转变，就必须加大第三产业的发展力度，促进三次产业结构的优化升级，实现河南经济的全面协调发展。 本文首先在回顾国内外第三产业相关研究成果的基础上，对第三产业相关理论、产业经济相关理论和区域经济发展相关理论进行了梳理。同时，以国内外第三产业发展相关文献资料为基础对河南省第三产业发展水平的现状、存在的主要问题及其影响因素进行了分析。 其次，在剖析河南省第三产业发展水平影响因素和指标体系建立原则的基础上，构建了河南省第三产业发展水平的评价指标体系。并运用因子分析法和聚类分析两种方法相结合，分别从空间角度（河南省18地市）和时间角度（2001-2010年）对河南省第三产业的发展水平进行综合评价。 最后，根据前面对河南省第三产业发展水平定性和定量分析的基础上，结合河南省的实际情况，提出了促进河南省第三产业快速发展的对策：充分发挥政府引导作用，营造良好的发展环境；优化第三产业内部结构；加强区域间的横向合作，充分利用各地资源优势；加快落后地区的城市化进程；注重专业人才的培养；促进三次产业之间的协调发展。
[Abstract]:The development of the tertiary industry is conducive to promoting the adjustment of economic structure, raising the level of industrial structure, alleviating the pressure of employment, narrowing the gap between the rich and the poor in urban and rural areas and improving the living standards of the people. Related studies at home and abroad show that vigorously developing the tertiary industry has become an important link in optimizing the industrial structure, promoting the upgrading of economic structure, and enhancing the national and regional economic competitiveness. Since the reform and opening up, the tertiary industry in Henan Province has developed rapidly. At present, the tertiary industry has become the main force of absorbing surplus labor force and has made a great contribution to the gross domestic product (GDP). However, because Henan Province is a big agricultural province, the industrial development base is poor, the urbanization level is low, and its region is wide, the economic base and natural endowment of each prefecture and city are all different, which leads to the small scale of the tertiary industry development in Henan Province. Competitiveness is weak, regional development is uneven and the development of emerging services is restricted. In order to strengthen the comprehensive economic strength and change from a large agricultural province to a strong economic province, Henan Province must strengthen the development of the tertiary industry, promote the optimization and upgrading of the three industrial structures, and realize the overall and coordinated development of Henan's economy. On the basis of reviewing the domestic and foreign research achievements of tertiary industry, this paper reviews the related theories of tertiary industry, industrial economy and regional economic development. At the same time, based on the related documents of the development of the tertiary industry at home and abroad, the present situation, the main problems and the influencing factors of the development of the tertiary industry in Henan Province are analyzed. Secondly, on the basis of analyzing the influencing factors of the development level of the tertiary industry in Henan Province and the principles of establishing the index system, the evaluation index system of the development level of the tertiary industry in Henan Province is constructed. With the combination of factor analysis and cluster analysis, the development level of tertiary industry in Henan Province is evaluated from the angle of space (18 cities and cities in Henan Province) and time angle (2001-2010) respectively. Finally, based on the qualitative and quantitative analysis of the development level of the tertiary industry in Henan Province, combined with the actual situation in Henan Province, this paper puts forward some countermeasures to promote the rapid development of the tertiary industry in Henan Province: to give full play to the role of the government in guiding the development of the tertiary industry in Henan Province. Create a good development environment; To optimize the internal structure of the tertiary industry; to strengthen the horizontal cooperation among regions, to make full use of the advantages of local resources; to speed up the process of urbanization in backward areas; to pay attention to the training of professionals; to promote the coordinated development of the three industries.
