西咸新区发展定位问题研究

【摘要】：我国的西部大开发战略是为了发展西部落后地区的伟大规划,同时也是关乎现代化基本进程和可持续发展能够实现与否的时代壮举。西咸新区的建设作为西部大开发的重要组成部分,是西安、咸阳乃至陕西人民的一件大事。这882平方公里的规划面积,是西安与咸阳人民最珍贵的资源,它可能是陕西能拿出来的最后一块完整的土地。因此,西咸新区的发展定位必须认真讨论,经得起历史的考验。对该区域内部的产业结构、发展趋势需做出科学的预测和分析,最重要的是对新区的发展方向做出明确的定位,让这块土地发挥最大的作用。本文从西部文化建设的角度出发进行论述,分别从文化理论、文化建设、文化产业等角度进行深入研究,提出了新区当下发展定位的不足,分析了新区发展的时代特征和路径选择,最后以“文化城市”作为新区的发展方向,为经济困窘但文化富有的西咸地区做出了明确的定位。强调了在西部开发中,要进一步解放思想观念,对文化问题的认识和重视程度应全面提高,使经济和文化互相促进、协调发展。在整个西咸新区的建设过程中,不但经济要大发展,更重要的是文化力量的觉醒,使其在城市建设中发挥应有的力量。
[Abstract]:The western development strategy of our country is for the great planning of developing the backward areas in the west, and it is also an epochal feat related to the basic process of modernization and whether sustainable development can be realized or not. The construction of Xixian New area, as an important part of the western development, is a major event for the people of Xi'an, Xianyang and even Shaanxi. The planned area of 882 square kilometers is the most precious resource for the people of Xi'an and Xianyang. It may be the last piece of land that Shaanxi can take out. Therefore, the development and orientation of Xixian New area must be seriously discussed and stand the test of history. It is necessary to make scientific prediction and analysis on the industrial structure within the region, and the most important thing is to make a clear orientation of the development direction of the new area and to make this land play the most important role. From the perspective of cultural construction in the west, this paper makes a thorough study from the perspectives of cultural theory, cultural construction and cultural industry, and points out the deficiency of the current development orientation of the new district. This paper analyzes the time characteristics and path choice of the development of the new district, and finally takes "cultural city" as the development direction of the new district, and makes a clear orientation for the economically poor but culturally rich Xixian area. It is emphasized that in the course of western development, we should further emancipate the mind, improve the understanding and importance of cultural problems, and make economy and culture promote each other and develop harmoniously. In the process of the construction of Xixian New area, not only the economy should develop greatly, but also the awakening of the cultural power should make it exert its due strength in the construction of the city.
