转型升级背景下对四川发展高端现代产业的几点思考

【摘要】：面对宏观经济形势新特点和经济社会发展新任务,四川发展高端现代产业,必须将其置于全面深化改革的时代中去考量,放在转变经济发展方式的背景中去认识,顺应大势,增强紧迫感。要把握其科技密集型、模式现代化、辐射带动强、效益回报高和发展相对性等内涵特征,立足四川省情,走创新之路、升级之路、承接之路和集约之路。坚持规划引领,强化市场导向,增强政策激励,突出人才支撑,建设法治环境。
