西部地区低碳经济发展及对策研究

【摘要】：在全球气候变暖和化石能源不可持续的大背景下，发展低碳经济已成为世界趋势。中国是世界上最大的发展中国家，温室气体排放量已经超过美国，位居世界第一位，在节能减排的相关问题上承担着巨大的国际压力。因此，转变经济发展方式，，降低对能源与资源的消耗，减少化石能源的使用和温室气体的排放，大力发展低碳经济已是大势所趋。 低碳经济作为一种新兴的经济发展模式，对其相关研究是一个比较崭新的领域。为此本文采取了规范分析和实证分析相结合、定性分析和定量分析相结合的方法，对西部地区低碳经济发展中的相关问题进行研究。本文共分5章。第一章是本文的导论，主要说明选题背景及意义，并对国内外关于低碳经济的研究成果进行综述，同时对本文的研究思路、研究方法和创新点进行说明；第二章是低碳经济发展的经济学分析，包括对低碳经济内涵的理解，低碳经济的发展历程，和对低碳经济发展的主要激励机制—碳排放权交易进行经济学分析；第三章是西部地区经济发展的现状与存在的问题；第四章是西部地区发展低碳经济的紧迫性和必要性，主要从世界、中国和西部三个层面进行了分析；第五章是西部低碳经济发展的对策措施，笔者的主要从宏观和微观两个层面给出了对策建议。
[Abstract]:Under the background of global climate warming and unsustainable fossil energy, the development of low carbon economy has become a world trend. China is the largest developing country in the world, greenhouse gas emissions have surpassed the United States, ranking first in the world, and bear great international pressure on energy saving and emission reduction related issues. Therefore, changing the mode of economic development, reducing the consumption of energy and resources, reducing the use of fossil energy and greenhouse gas emissions, and vigorously developing low-carbon economy has become the trend of the times. As a new economic development model, low-carbon economy is a new research field. For this reason, this paper adopts the combination of normative analysis and empirical analysis, qualitative analysis and quantitative analysis to study the related problems in the development of low-carbon economy in the western region. This paper is divided into five chapters. The first chapter is the introduction of this paper, mainly explains the background and significance of the topic, and summarizes the research results of low-carbon economy at home and abroad, and at the same time, explains the research ideas, research methods and innovation points of this paper; The second chapter is the economic analysis of the development of low-carbon economy, including the understanding of the connotation of low-carbon economy, the development of low-carbon economy, and the economic analysis of carbon emissions trading, the main incentive mechanism of low-carbon economy development. The third chapter is the current situation and existing problems of the economic development in the western region, the fourth chapter is the urgency and necessity of the development of low-carbon economy in the western region, mainly from the world, China and the three levels of analysis; The fifth chapter is the countermeasures of the development of low-carbon economy in western China.
