怀化市县域经济发展模式研究

【摘要】：县域经济发展是当前我国推进新型城镇化建设的重要抓手之一,也是推进经济结构转型、解决三农问题的关键所在。长期以来,由于我国二元经济体制的客观存在,县域经济发展中农业经济与现代工业经济之间存在无形的隔阂,阻碍了生产要素的自由流通与优化配置,导致我国县域中城镇与农村差距日益拉大,经济效率低下,因此发展县域经济是当前我国经济发展的重点之一。本文以怀化市县域经济发展模式研究为例,对县域经济发展的理论进行了梳理,认为县域经济的发展实质上是实现各生产要素在农业经济与工业经济之间的优化配置。通过数据分析发现,怀化市县域经济存在基础设施落后、人力和资本等要素缺乏、体制机制不完善等多方面因素的制约,导致产业结构失调,生产效率低下。国内外县域经济发展经验表明,政府引导、发展规划、要素的自由流动、重视产业以及良好的经济、生态环境是县域经济发展的重要动力。结合上述分析,怀化市县域经济的发展应针对不同县域的特征制订相应的发展策略,重点发展物流业、能源基地、文化旅游产业、农产品加工业等产业,并从人才教育、基础设施、政府服务、金融体系建设、生态环境保护等角度营造良好的发展环境。全文分为七部分。第一部分说明了研究背景,综述国内外研究现状,阐述了研究的目的与意义,并概述了研究的主要内容与方法；第二部分对县域经济的概念进行了梳理,结合本文研究内容对县域经济的概念进行了界定,同时梳理了增长极理论、梯度转移理论、内生经济增长理论、产业结构优化理论、要素禀赋理论等县域经济发展的基础理论；第三部分结合怀化市县域经济数据选取地区生产总值、三大产业结构比例、固定资产投资、财政总收支、银行存贷款余额、城乡居民可支配收入等指标对其县域经济发展现状进行了深入分析；第四部分重点分析了怀化市县域经济发展中存在问题及根源。第五部分介绍了国内县域经济发展的苏南模式、成都模式及国外德国模式、日本模式等典型县域经济发展模式,深入探讨了其对怀化市县域经济发展的借鉴之处。第六部分则从怀化市县域经济发展模式的选择思路、空间布局、产业结构安排、发展环境建设等多个角度给出了相应的对策建议。第七部分对全文进行了总结,提出了本文的主要结论。
[Abstract]:The development of county economy is one of the most important measures to promote the construction of new urbanization in our country at present. It is also the key to promote the transformation of economic structure and solve the problems of agriculture, countryside and farmers. For a long time, due to the objective existence of the dual economic system in our country, there is an invisible gap between the agricultural economy and the modern industrial economy in the development of the county economy, which hinders the free circulation and optimal allocation of the factors of production. As a result, the gap between towns and rural areas in our country is widening day by day, and the economic efficiency is low. Therefore, the development of county economy is one of the key points of our country's economic development. Taking the study of the development model of the county economy in Huaihua as an example, this paper combs the theory of the development of the county economy, and holds that the development of the county economy is essentially to realize the optimal allocation of the factors of production between the agricultural economy and the industrial economy. Through the analysis of data, it is found that the county economy of Huaihua city is restricted by many factors, such as backward infrastructure, lack of manpower and capital, imperfect system and mechanism, which leads to the imbalance of industrial structure and the low efficiency of production. The experience of county economy development at home and abroad shows that government guidance, development planning, free flow of elements, emphasis on industry and good economy, ecological environment are the important driving force of county economic development. In light of the above analysis, the development of the county economy in Huaihua City should be based on the characteristics of different counties. It should focus on the development of logistics industry, energy base, cultural tourism industry, agricultural products processing industry, and so on, and from the perspective of talent education, Infrastructure, government services, financial system construction, ecological environment protection and other angles to create a good development environment. The full text is divided into seven parts. The first part explains the research background, summarizes the domestic and foreign research situation, expounds the purpose and significance of the research, and outlines the main contents and methods of the research; The second part combs the concept of county economy, defines the concept of county economy in combination with the content of this paper, and combs the growth pole theory, gradient transfer theory, endogenous economic growth theory, industrial structure optimization theory. The basic theories of county economy development such as factor endowment theory; The third part combines the county economic data of Huaihua City to select the regional gross domestic product, the proportion of the three major industrial structure, the fixed assets investment, the total financial revenue and expenditure, the bank deposit and loan balance, The present situation of county economy is deeply analyzed by the indicators of disposable income of urban and rural residents. The fourth part focuses on the analysis of the problems and root causes in the development of Huaihua county economy. The fifth part introduces some typical county economic development models, such as southern Jiangsu model, Chengdu model, foreign German model, Japanese model and so on, and probes into their reference to the development of county economy in Huaihua city. The sixth part puts forward the corresponding countermeasures and suggestions from several angles, such as the choice of the development mode of the county economy in Huaihua, the layout of the space, the arrangement of the industrial structure, the construction of the development environment, and so on. The seventh part summarizes the full text and puts forward the main conclusions of this paper.
