寒区山岭区旅游公路路线方案评价研究

【摘要】:公路路线方案优选,是在公路建设前期必须解决的重要问题。公路方案选择合理与否,是决定后期建设工程量的大小、投资的多少、施工难度的高低、对环境影响的大小和产生效益的多少的决定性因素。寒区山岭区旅游公路由于具有寒区公路、山区公路、旅游公路的综合特点,在线路选择时,难度将会远远大于前述三种公路。且目前国内外公路线路方案评价中,主要集中于对常规公路路线的评价、对山区公路路线的评价和对寒区公路路线的评价,对旅游公路路线的评价较少,而对寒地山岭区旅游公路路线方案评价的研究更少。为解决上述问题,就需要寻找一种合适的路线方案评价方法,建立一套科学的评价体系对寒区山岭区旅游公路方案进行评价。本文在归纳总结寒区山岭区旅游公路安全性、游览性、舒适性、区域性、季节性及综合性的基础上,运用极大不相关法,确定了经济、技术、环境能耗和安全等四大指标体系下的12个评价指标,进而给出了寒区山岭区旅游公路路线方案评价的评价指标体系,在此基础上通过分析专家经验法、主成分分析法、层次分析法、模糊综合评价法的优缺点及适用条件,最终选择了模糊综合评价法,构建了由目标层、准则层和指标层构成的模糊综合评价体系。其中,准则层为经济因素、技术因素、环境能耗因素和安全因素;指标层即12个评价指标。将寒区山岭区旅游公路路线方案的评价结果设定为好、较好、一般、较差、差五级。通过专家调查法得出了两两比较判断矩阵,据此给出了目标层与准则层、准则层与指标层之间的权重。最后经过模糊运算并按照最大隶属度原则给出路线方案的综合评价结果。国道三莫公路长汀至双峰(雪乡)段位于雪乡国家森林公园内,穿越张广才岭余脉山区后终于著名的旅游胜地雪乡林场,鉴于三莫公路长汀至双峰(雪乡)段兼有寒区公路、山岭区公路和旅游公路的特点,将上述方法综合运用于国道三合至莫旗公路长汀至双峰(雪乡)段,对该路段的路线方案进行了模糊综合评价,基于最大隶属度法给出的评价结果为好。案例分析表明本文所提出的评价指标体系和评价方法具有一定的可行性和实用性,对寒区山岭区旅游公路可研和初步设计阶段的路线方案评价及路线方案比选均具有一定的借鉴意义。
[Abstract]:The optimal selection of highway route scheme is an important problem that must be solved in the early stage of highway construction.Whether the highway scheme is reasonable or not is the decisive factor to determine the amount of construction project, the amount of investment, the difficulty of construction, the magnitude of environmental impact and the amount of benefit.Because of the comprehensive characteristics of the cold region highway, mountain road and tourist highway, the difficulty of the route selection will be far greater than the three kinds of highway mentioned above.At present, in the evaluation of highway route scheme at home and abroad, it is mainly focused on the evaluation of the conventional highway route, the evaluation of the mountain highway route and the evaluation of the highway route in the cold area, but the evaluation of the tourist highway route is less.However, there is less research on the evaluation of the route scheme of the tourist highway in the mountain area of the cold region.In order to solve the above problems, it is necessary to find a suitable evaluation method of route scheme and establish a set of scientific evaluation system to evaluate the plan of tourist highway in mountain area of cold region.On the basis of summing up the safety, sightseeing, comfortableness, regionality, seasonality and comprehensiveness of the tourist highway in the mountain area of the cold region, this paper determines the economy and technology by using the method of great discorrelation.The advantages and disadvantages of analytic hierarchy process (AHP), fuzzy comprehensive evaluation (FCE) and its applicable conditions are discussed. Finally, a fuzzy comprehensive evaluation system is constructed, which is composed of target layer, criterion layer and index layer.Among them, the criterion layer is economic factor, technical factor, environmental energy consumption factor and safety factor, and the index layer is 12 evaluation indexes.The evaluation result of tourist highway route scheme in mountain area of cold region is set as good, good, general, poor and five grades.Through the expert investigation method, the comparison judgment matrix is obtained, and the weights between the target layer and the criterion layer, the criterion layer and the index layer are given.Finally, after fuzzy operation and according to the principle of maximum membership degree, the comprehensive evaluation results of route scheme are given.The section of National Road from Changting to Shuangfeng (Xuexiang) on the State Road is located in the Xuexiang National Forest Park. After passing through the remaining mountain areas of Zhang Guangcailing, it is finally a famous tourist resort, Xuexiang Forest Yard. Since the section between Changting and Shuangfeng (Xuexiang) of the Sanmo Highway has a cold region highway,The characteristics of mountain highway and tourist highway are comprehensively applied to the section from Changting to Shuangfeng (Xuexiang) of Sanhe to Moqi Highway of National Highway. The route scheme of this section is evaluated by fuzzy comprehensive evaluation.The evaluation results based on the maximum membership degree method are good.The case analysis shows that the evaluation index system and evaluation method proposed in this paper are feasible and practical.It can be used for reference in the evaluation and comparison of route scheme in the stage of study and preliminary design of tourist highway in mountain area of cold region.
