公路工程施工中的安全管理与风险控制研究

【摘要】:随着我国公路建设事业的快速发展,公路施工的安全问题越发突出,考虑到公路工程的特殊性,须尽快建立起与一般企业完全不同的安全管理长效机制。本论文根据公路建设工程的特点,结合对其危险有害因素的分析,在论文中采用事故树分析、安全检查表、预先危险性分析、作业条件危险性评价、职业危害评价等方法对公路建设工程的特点进行了论述,取得了以下科研成果:1、通过对比国内外公路工程施工安全管理与风险控制研究现状,得出我国公路工程施工安全管理中存在的一些主要问题,表现在法律法规体系不健全,安全管理工作不强,施工人员素质不高,施工作业中存在较多的安全隐患等。2、公路工程的施工现场是施工的"枢纽站",物资材料进场后都堆放于施工现场,大量的劳动力、机械设备和管理人员集中在施工现场,不言而喻,公路工程施工过程存在着高处坠落、物体打击、机械伤害、车辆触电、坍塌、粉尘、火灾、爆炸、中毒、腐蚀、高温灼烫、噪声等危险有害因素。3、通过对公路工程施工过程中存在的危险有害因素的综合分析,编制了施工准备阶段、路基工程、路面工程、桥涵工程、机械作业、职业卫生施工的安全技术措施。4、构建了一套公路施工安全管理与风险控制体系,分为三个步骤,分析预警监测信息、确定预警等级、采取事故处理措施,通过这套系统,可实现对公路安全事故的早期预防与控制,并能在第一时间内启动危机管理措施。综上,公路工程施工安全事故预警机制,能够监测诊断、预控安全事故的发生,以事故预防代替事故处理,可实现主动式的安全管理,提升公路工程施工安全管理工作的质量和效率。
[Abstract]:With the rapid development of highway construction in our country, the safety problems of highway construction become more and more prominent. Considering the particularity of highway engineering, it is necessary to establish a long-term mechanism of safety management completely different from that of general enterprises as soon as possible. According to the characteristics of highway construction engineering and the analysis of dangerous and harmful factors, this paper adopts accident tree analysis, safety check table, pre-risk analysis, risk assessment of operating conditions, etc. This paper discusses the characteristics of highway construction engineering by means of occupational hazard assessment, and obtains the following scientific research achievements: 1. By comparing the present situation of safety management and risk control of highway construction at home and abroad, Some main problems in the safety management of highway engineering construction in China are obtained. The main problems are that the system of laws and regulations is not perfect, the safety management work is not strong, and the quality of the construction personnel is not high. The construction site of highway engineering is the "hub station" of construction, and the material and materials are stacked in the construction site after entering the construction site. A large number of labor force, machinery and equipment and management personnel are concentrated in the construction site. It goes without saying that in the course of highway construction, there are falls from high places, object strikes, mechanical injuries, vehicle shocks, collapses, dust, fires, explosions, poisonings, corrosion, high temperatures, burning and ironing, Through the comprehensive analysis of the dangerous and harmful factors existing in the construction process of highway engineering, the preparation stage of construction, subgrade engineering, pavement engineering, bridge and culvert engineering, mechanical operation, The safety technical measures of occupational health construction. 4. A set of safety management and risk control system of highway construction is constructed, which is divided into three steps: analyzing the information of early warning and monitoring, determining the early warning level, taking measures to deal with accidents, and adopting this system. It can realize the early prevention and control of highway safety accidents and start the crisis management measures in the first time. In summary, the early warning mechanism of safety accidents in highway construction can monitor, diagnose and pre-control the occurrence of safety accidents, replace the accident treatment with accident prevention, and realize active safety management. Improve the quality and efficiency of highway construction safety management.
