山东辖区利用无人机与海巡船实施三维监管研究

【摘要】:山东海事局所在辖区位于进出渤海湾京津门户,覆盖了IMO批准的成山头分道通航水域,其地理位置与通航条件的特殊性对当今乃至今后一段时间海事监管提出了新的、更高的要求。近年来,海事监管面临的情况日益多样化,任务越来越繁重,采用VTS、AIS、CCTV等现代监管系统配合原有的海事巡逻艇进行水上交通安全监管的模式,存在搜救反应慢、监管范围小、监管视距短、调查取证难等问题,已经无法满足当今海事监管“空、海、地”三维一体化的需要。本文提出了无人机介入海事监管的方案并收集了试飞数据,结合相关公司设计的三维可视化监控系统以及目前海巡船正在使用的微波传输通讯系统构建数据传输链,论证无人机在远程监控、数据回放、飞行规划等方面的优势,结合实验数据分析海巡船与无人机实现无缝监管的可行性。本文以山东海事局监管实际为基础,从特殊性查找通用性旨在发现海巡船与无人机联合巡航、监管、服务产生的社会效应以及经济效益从而进行广泛推广。同时利用现有DIRECT3D与无人机不同吊舱提供了三维导航地图综合成像模式,描述了地面系统搭建的过程。在无人机配合海巡船监管与服务方面提出了海上巡航监管一体化的研究方案,实现飞控、巡航以及机务管理的信息化。同时,文章分析了三维监管系统在实际应用可能面临的问题以及解决方案,提出了基于信息化建设的融合系统监管模式,使资源达到共享。本文提出的三维监管模式目前还没有在海事系统广泛运用,无人机提供的监管数据对及时发现海上险情,开展海上搜寻救助,提供调查证据等动态监管业务具有一定的前瞻性,而本文提出的监管摸式可以在其他特殊水域监管中推广。
[Abstract]:Shandong Maritime Affairs Bureau is located at the entrance of Beijing and Tianjin to and from the Bohai Bay, covering the navigable waters of Chengshan pass approved by IMO. The particularity of its geographical location and navigational conditions has put forward new maritime supervision and control at present and even in a period of time to come. Higher demands. In recent years, the situation of maritime supervision has become increasingly diversified, and the task is becoming more and more onerous. Using modern regulatory systems, such as VTS AISCCTV and other modern regulatory systems, to cooperate with the original maritime patrol boats for maritime traffic safety supervision, there is a slow response to search and rescue and a small scope of supervision. The short horizon of supervision and the difficulty of collecting evidence can not meet the needs of the integration of air, sea and land. In this paper, the scheme of UAV intervention in maritime supervision is proposed, and the flight test data is collected. The data transmission chain is constructed by combining the 3D visual monitoring system designed by related companies and the microwave transmission communication system which is being used by sea patrol ships at present. The advantages of UAV in remote monitoring, data playback and flight planning are demonstrated. The feasibility of seamless supervision of cruise ship and UAV is analyzed based on experimental data. Based on the supervision practice of Shandong Maritime Safety Bureau, the purpose of this paper is to find out the social effects and economic benefits of combined cruise, supervision and service of sea patrol ship and UAV from the particularity. At the same time, using the existing DIRECT3D and different pods of UAV, the integrated imaging mode of 3D navigation map is provided, and the process of ground system construction is described. In the aspect of unmanned aerial vehicle (UAV) cooperating with the supervision and service of sea patrol ship, this paper puts forward the research scheme of the integration of maritime cruise supervision and control, and realizes the informationization of flight control, cruise and aircraft management. At the same time, the paper analyzes the problems and solutions that the three-dimensional supervision system may face in the practical application, and puts forward the supervision mode of the fusion system based on the information construction, so that the resources can be shared. The three-dimensional supervision model proposed in this paper has not been widely used in maritime systems at present. The monitoring data provided by UAVs are forward-looking for the timely detection of maritime hazards, the development of maritime search and rescue, the provision of investigation evidence, and so on. The regulatory formula proposed in this paper can be popularized in other special water areas.
