大连金州新区环境保护公众参与现状调查研究

【摘要】：公众的参与是环境保护进程中不可或缺的重要因素,我国公众参与环境保护的起步较晚,目前还在初步发展阶段。最新修订的《中华人民共和国环境保护法》首次将“公众参与”列为我国环境保护基本原则之一,要求一切单位和个人都有保护环境的义务,也赋予了公众更多的环境保护权利。从新修订的内容中,我们可以看到国家对公众参与环保的重视程度,作为基层的环境保护管理者更应该充分利用这种“自下而上”的力量,合理引导公众参与环境保护,同时也可以减少一些社会矛盾的产生。本文通过搜集现有资料和对金州新区公众参与环境保护现状的问卷调查,分析大连金州新区环境保护公众的参与现状,了解公众参与环境保护的需求内容和大概方向,借鉴其他国家、地区的先进经验,从而提出对金州新区环境保护公众参与有益的建议和对策。文章通过分析发现金州新区环境保护公众参与主要存在以下问题：公众环保意识水平不高、参与环境保护层次较低、缺乏合法合理参与渠道、信息沟通不畅、环境保护管理主体自身缺乏公共服务意识等。然后针对存在的问题提出了加强环境保护宣传教育、支持民间环保组织、完善公众参与制度、提高环境信息透明度、增强环境保护管理人员公共服务意识等建议,以期能够改善目前金州新区的环境保护公众参与现状。
[Abstract]:Public participation is an indispensable factor in the process of environmental protection. The newly revised Environmental Protection Law of the people's Republic of China for the first time lists "public participation" as one of the basic principles of environmental protection in China, requiring all units and individuals to have the obligation to protect the environment. It also gives the public more rights to protect the environment. From the newly revised contents, we can see that the state attaches importance to the public participation in environmental protection. As the grass-roots environmental protection managers, they should make full use of this "bottom-up" force and reasonably guide the public to participate in environmental protection. At the same time, it can also reduce some social contradictions. By collecting the existing information and questionnaire survey on the public participation in environmental protection in Jinzhou New District, this paper analyzes the current situation of public participation in environmental protection in Jinzhou New District, Dalian, and understands the content and general direction of public participation in environmental protection. Based on the advanced experiences of other countries and regions, some suggestions and countermeasures for the public participation in environmental protection in Jinzhou New District are put forward. The paper finds that the public participation in environmental protection in Jinzhou New District has the following problems: the level of public awareness of environmental protection is not high, the level of participation in environmental protection is low, the lack of legal and reasonable participation channels, the communication of information is not smooth. The environmental protection management body itself lacks the public service consciousness and so on. Then some suggestions are put forward to strengthen environmental protection publicity and education, to support non-governmental environmental organizations, to improve the system of public participation, to enhance the transparency of environmental information, and to enhance the public service awareness of environmental protection managers.
