客运船舶海事安全评估与监管研究

【摘要】：近年来,山东海事局不断加强客运船舶运输安全管理,提高了对于水上安全监管和搜救工作的投入,逐步的建立起来一系列的管理制度,客运船舶运输安全水平和应急反应能力有了大幅的提高。但是随着航运经济的持续低迷和社会对客运需求的快速提升,尤其是国际邮轮的大量增长,客运安全管理暴露出部分问题,特别是近期国际上一些客运船舶重特大事故的发生,更为我国的客运安全监管敲响了警钟。水上客运安全管理工作仍存在管理意识不足、权责划分不清、制度不够健全、船员素质不高、主体责任落实不到位等问题。本文通过对部分客船事故案例的分析,研究客运船舶的特点、事故原因、监管重点和难点,运用系统论的观点和方法,借助模糊数学中的模糊综合评价,建立评估客运船舶运输安全可靠性的量化评价模型。并结合实际海事工作经验,探索山东辖区客运船舶海事监管要点,对客运船舶海事安全监管模式变革进行了探讨。
[Abstract]:In recent years, Shandong maritime bureau to strengthen passenger ship transportation safety management, improve the water safety supervision and rescue work, and gradually set up a series of management system, passenger ship transportation safety level and emergency response capacity has been greatly improved. But with the shipping economy and social progress passenger demand, especially the massive growth of international cruise, passenger traffic safety management exposed some problems, especially the recent number of international passenger ship accidents, more of China's passenger safety supervision sounded the alarm. Water transport safety management work is still lack of management consciousness, the division of responsibilities is not clear. The system is not perfect, the quality is not high, the main responsibility for the implementation is not in place and other issues. Based on the analysis of some passenger accident cases, study the characteristics of passenger ship,. Therefore, the regulatory focus and difficult, the use of the concept and method of system theory by means of fuzzy comprehensive evaluation in fuzzy mathematics, the establishment of evaluation of quantitative evaluation of passenger ship transportation safety reliability model. Combined with the actual work experience in maritime exploration of Shandong area, passenger ship maritime supervision points for passenger ships Maritime Safety Supervision Mode of change to explore.
