航标效能定量评估方法和信息系统研究

【摘要】：航标效能是指航标所发挥的作用和功能的效果。航标效能不但体现了航海用户从航标的服务和设施中所获得的效益,而且还体现了航标建设投资所带来的效果(投入产出比)。航标效能的优劣,直接关系到港口水域的通航安全和海洋环境的保护。因此对水域的航标效能进行评估显得非常重要。目前对航标的效能评估还主要是采取定性的方法,过多地依赖于经验。研究运用定量或定量与定性相结合的方法,对航标效能进行评估,有助于航标管理部门有针对性地采取相关措施提高航标效能,同时还能为进一步完善航标效能评估管理工作提供科学理论依据,提高管理科学化、信息化水平。本研究以交通运输部海事局《沿海航标效能定期评估管理办法(试行)》为指导,由航标服务水平、航标技术水平、航标管理和维护水平三个方面组成航标效能评估因素,将影响航标效能因素综合归纳为3个层次,共30个指标,建立了三级四层结构的航标效能评价指标体系。在建立航标效能评估体系的基础上,研究确定各评估指标的权重和评估指标之间的隶属度,采用层次分析法(AHP)的定量评估方法,建立评估的数学模型。应用计算机技术,开发航标效能评估信息系统,方便管理人员进行航标效能评估。通过实例验证,评估的结果基本符合实际的情况。系统可为航标部门的管理和决策提供技术支持。
[Abstract]:The effectiveness of navigation mark refers to the effect of navigation mark. The effectiveness of navigation aids not only reflects the benefits of navigation users from the services and facilities of navigation aids, but also reflects the effect (input-output ratio) brought by the investment in navigation aids construction. The effectiveness of navigation aids is directly related to the navigation safety of port waters and the protection of marine environment. Therefore, it is very important to evaluate the effectiveness of navigation aids. At present, the effectiveness evaluation of navigation aids is mainly based on qualitative methods, relying too much on experience. The research uses quantitative or quantitative and qualitative methods to evaluate the effectiveness of navigation aids, which is helpful to take relevant measures to improve the effectiveness of navigation aids. At the same time, it can provide the scientific theoretical basis for the further improvement of the evaluation and management of the effectiveness of navigation aids, and improve the level of scientific and informational management. Under the guidance of the Administration of Maritime Affairs of the Ministry of Communications and Transport, the measures for the regular Evaluation of the effectiveness of Coastal Navigation Mark (trial), this study consists of three aspects: the service level of navigation mark, the technical level of navigation mark, the management and maintenance level of navigation mark, and the evaluation factors of navigation mark effectiveness. The factors affecting the effectiveness of navigation aids are synthetically divided into 3 levels and 30 indexes, and the evaluation index system of three levels and four layers of navigation mark effectiveness is established. Based on the establishment of the effectiveness evaluation system of navigation aids, the weight of each evaluation index and the membership degree between the evaluation indexes are determined. The quantitative evaluation method of analytic hierarchy process (AHP) is used to establish the mathematical model of the evaluation. The application of computer technology, the development of navigation aids effectiveness evaluation information system, convenient for managers to evaluate the effectiveness of navigation aids. Through the example verification, the evaluation result basically accords with the actual situation. The system can provide technical support for the management and decision making of navigation mark department.
