秸秆资源化利用产业发展与财政支持政策研究

【摘要】：我国农作物秸秆年产量居世界之首。露天焚烧农作物秸秆会引发火灾、影响交通安全、加剧区域性大气污染,秸秆资源化利用产业的发展将对这些问题的消解起到重要作用。在产业发展过程中,政府、企业、农户三方形成互动的经济关系。其中,政府引导和监管的主导地位至关重要,且补贴、税费减免和经济奖励等财政支持政策的促进效应明显。但财政支持政策的实施必须因地制宜,目前应根据秸秆资源化利用产业的特点,有针对性地深化相关政策举措。
[Abstract]:The annual output of crop straw in China ranks first in the world. Burning crop straw in open air will cause fire, affect traffic safety and aggravate regional air pollution. The development of straw utilization industry will play an important role in resolving these problems. In the process of industrial development, the government, enterprises and farmers form an interactive economic relationship. Among them, the leading position of government guidance and supervision is very important. But the implementation of the financial support policy must be adapted to local conditions, and should be based on the characteristics of straw utilization industry, the relevant policy measures should be deepened in accordance with the characteristics of the industry.
