程天固与广州近代城市规划建设

【摘要】：1920、30年代是广州城市发展起承转合的重要阶段,在这近二十年中,广州在一批开明地方统治者和新式知识分子的努力与推动下,在孙中山、陈炯明、孙科、程天固、林云陔等等有志之士的领导带动下,在中国第一个建立市制,成立广州市政厅,形成中国历史上第一个真正意义上的独立城市。并颁布了一系列法制法规,成立了各种城市管理机关,初步形成了相对完善的市制法规体系和城市管理系统。 市政制度管理下的广州确立了地方行政领导人以及管理机构的作用与地位,他们的理念、决策过程和技术路线,影响着广州城市发展的方方面面。鉴于此,本文从人物史的角度,拟从广州建市之后两任工务局局长和一任市长的程天固在主政期间对广州城市规划建设和管理活动为考察对象,探讨城市规划建设主要实施者和管理者的重要作用,探寻其城市规划建设理论与来源,总结他对其它城市的重要影响。程天固领导下的城市规划建设与管理,不仅改变了广州传统南方城市的面貌,促进了广州向近代的转变,为城市的进一步发展奠定了基础,而且为中国近代城市的发展树下一面鲜明的旗帜,影响了汉口、南京、上海等城市,起着模范引领作用。 本文试图从中国近代社会转型的大背景下,理清程天固与广州城市相依发展的脉络,分析其求学经历、回国前后创办实业、担任第一任广州市工务局局长、广州城市设计委员会会长、复任工务局局长、升任广州市长等领导职务,全面探讨与总结程天固对广州城市规划建设的贡献与作用,以期对广州近代城市规划建设的发展演变有一个清晰的框架和进一步的认识,并完善丰富程天固的个人研究,加深对中国近代城市规划人物体系的历史研究和理解,并为中国现代城市规划建设及未来的城市发展提供一定的参考与启示。
[Abstract]:In the 1920s and 1930s, Guangzhou was an important stage of urban development. In the past two decades, Guangzhou was promoted by a group of enlightened local rulers and modern intellectuals, and in Sun Zhongshan, Chen Jiongming, Sun Ke, Cheng Tiangu, Led by Lin Yunxin and other ambitious people, the city system was first established in China, and Guangzhou City Hall was established, forming the first truly independent city in the history of China. A series of laws and regulations have been promulgated, various urban management organs have been established, and a relatively perfect system of municipal laws and regulations and urban management system has been formed. Under the management of municipal system, Guangzhou has established the role and status of local administrative leaders and management institutions. Their ideas, decision-making processes and technical routes affect all aspects of Guangzhou's urban development. In view of this, this paper, from the perspective of the history of characters, intends to investigate the urban planning and construction and management activities of Guangzhou during the period of his administration, from the perspective of Cheng Tiangu, the two Secretary for works and the first mayor of Guangzhou after the establishment of the city. This paper probes into the important role of the main implementers and managers of urban planning and construction, probes into its theory and source of urban planning and construction, and summarizes its important influence on other cities. The city planning, construction and management under Cheng Tiangu's leadership not only changed the appearance of Guangzhou's traditional southern cities, promoted the transformation of Guangzhou to modern times, but also laid the foundation for the further development of the city. Moreover, it has influenced Hankou, Nanjing, Shanghai and other cities under a bright banner for the development of modern Chinese cities. Under the background of social transformation in modern China, this paper attempts to clarify the development of Cheng Tiangu and Guangzhou city, analyze their study experience, establish industry before and after returning to China, and serve as the first Director of Guangzhou Municipal works Bureau. President of Guangzhou Urban Design Committee, re-appointment as Director of works Bureau, promotion to Guangzhou Mayor and other leading positions, comprehensive discussion and summary of Cheng Tiangu's contribution and role to Guangzhou urban planning and construction, In order to have a clear framework and further understanding of the development and evolution of Guangzhou's modern urban planning and construction, and to perfect the personal study of Cheng Tiangu, and to deepen the historical research and understanding of the modern urban planning personages system in China. It also provides some reference and inspiration for the planning and construction of modern cities in China and the future urban development.
