醴陵市官庄水库休闲度假旅游规划策略研究

【摘要】：随着我国经济的增长、人们生活水平的提高和带薪假期的增加,休闲度假旅游市场已经成为国内重要的旅游市场。与国外度假旅游发达的地区以海滨度假为主导模式不同,我国湖泊旅游地是当前休闲度假旅游的主要目的地。不过,因为我国休闲度假旅游起步晚,所以在国内依托湖泊(水库)开展休闲度假旅游还是个新鲜事物,发展很不成熟,存在一系列问题,如度假旅游产品开发不足,度假内涵挖掘不够,市场形象不鲜明,湖泊型度假区经济效益低以及湖泊水体污染严重,很难适应快速发展的度假旅游市场的需求。如何使水库休闲度假旅游在城市不断更新的进程中获得新生,是目前许多城市建设中面临的现实性课题。文章以醴陵市官庄水库为研究对象,采用文献研究法、实地调研法、访谈调研法、多学科综合研究法和设计实践法,在综合国内外相关研究成果和参考国内外优秀案例的基础上,对醴陵市官庄水库休闲度假旅游规划的理论和实践、现状特征、策略、概念设计等主要内容展开研究,取得如下研究结果： 1)综合了国内外相关研究成果,梳理出水库休闲度假旅游应以可持续发展理论、生态设计理论以及景观设计理论为依据；归纳了国内外优秀案例,提炼出水库休闲度假旅游的方式主要以休闲度假旅游与水库原有功能相结合,实现旅游业、传统产业与现代产业“点、线、面”一体化发展的发展模式,为醴陵市官庄水库休闲度假旅游规划提供了理论依据与技术支持。 2)结合国务院批准长株潭城市群设立全国“两型社会”综合配套改革试验区及醴陵市致力于建设官庄水库成为国家4A级旅游区规划目标的政策背景,分析了官庄水库地区现状的自然特征、文化特征、社会特征、景观特征、环境特征与旅游特征,总结出现状面临的挑战是休闲旅游度假的发展模式如何确定、与周边水库旅游区如何和谐发展及景观体系如何构建。 3)对醴陵市官庄水库休闲旅游度假,在规划理念、发展模式、旅游发展以及规划实施四个方面提出了相应的策略：在规划理念方面：突出“生态、健康、舒适、特色”四大理念：在发展模式方面,以市场主流为主导向,构建都市郊区的休闲圣地；休闲度假旅游与现代农业相结合,实现旅游业与农业一体化发展；在景区定位方面,旅游发展定位为“长株潭生态休闲公园”；在旅游策略方面,首先进行客源定位,其次制定生态环境保护措施,最后提出旅游开发策略,强调旅游项目特色性：在规划实施方面,从规划管理和招商引资两方面入手,确保官庄水库旅游区的可持续发展。 4)依托上述分析的具有可行性的规划策略,对醴陵市官庄水库进行了休闲度假旅游总体规划设计实践。上述研究结果表明,醴陵市官庄水库休闲度假旅游规划是在了解水库旅游形成的大背景之后,再对基地现状进行调查研究,通过总结现状问题,综合国内外相关研究成果和参考国内外优秀案例,从规划理念、发展模式、休闲度假旅游发展、规划实施四个方面提出了相应的策略,这些策略不仅适合醴陵市官庄水库休闲度假旅游规划项目,而且可以为其它水库旅游规划提供参考。
[Abstract]:With the increase of our country ' s economy , people ' s living standard and the increase of paid leave , leisure vacation tourism market has become an important tourism market in China .

Based on the research achievements at home and abroad and the reference of domestic and foreign excellent cases , the paper studies the theories and practices , current situation characteristics , strategies and conceptual design of the leisure vacation tourism planning of Guozhuang reservoir in Liling City . The results are as follows :

1 ) Based on the theory of sustainable development , the theory of ecological design and the theory of landscape design , the research achievements at home and abroad are summarized .
This paper summarizes the excellent cases at home and abroad , and the way of making the reservoir leisure vacation travel mainly based on the combination of the leisure vacation tourism and the original function of the reservoir , so as to realize the development mode of the integration of the tourism industry , the traditional industry and the modern industry " point , line and face " , which provides the theoretical basis and technical support for the leisure vacation tourism planning of Guanzhuang reservoir in Liling city .

2 ) In combination with the State Council ' s approval of Changsha - Zhuzhou - Tan city group , the national " two - type society " comprehensive reform test area and Liling city are devoted to the construction of Guanzhuang Reservoir as the policy background of the national 4A - level tourist area planning objective . The natural characteristics , cultural characteristics , social characteristics , landscape characteristics , environmental characteristics and tourism characteristics of the present situation in Guanzhuang Reservoir area are analyzed , and the challenge of the occurrence of the appearance is how to determine the development mode of the leisure tourism vacation and how to construct the harmonious development and landscape system of the surrounding reservoir tourism area .

3 ) Corresponding strategies are put forward in the planning idea , development mode , tourism development and planning implementation for the leisure travel holiday of Guozhuang reservoir in Liling city .
The combination of leisure vacation tourism and modern agriculture to realize the integration of tourism and agriculture ;
In the area of scenic spot positioning , the tourism development is located as " Changzhutan Ecological Leisure Park " ;
In the aspect of tourism strategy , firstly , the source location is firstly carried out , then the ecological environmental protection measures are formulated , finally the tourism development strategy is put forward , and the characteristics of tourism project are emphasized : in the aspect of planning and implementation , the sustainable development of the tourism area of Guanzhuang Reservoir is ensured from two aspects of planning management and investment promotion .

4 ) Based on the feasibility planning strategy of the above analysis , the general planning and design practice of leisure vacation tourism is carried out for Guozhuang reservoir in Liling city .

The research results show that the leisure vacation tourism planning of Guozhuang reservoir in Liling city is a great background to understand the formation of reservoir tourism , and then , through summarizing the present situation , combining the relevant research results at home and abroad , and referring to the excellent cases at home and abroad , this paper puts forward corresponding strategies from four aspects : planning idea , development mode , leisure vacation tourism development and planning implementation . These strategies are not only suitable for the leisure vacation tourism planning project of Guozhuang reservoir of Liling city , but also can provide reference for other reservoir tourism planning .
