北京市国土资源标准化战略研究

【摘要】：依据北京市人民政府办公厅《北京市人民政府办公厅关于印发首都标准化战略纲要重点任务分解方案的通知(京政办发〔2012〕22号)》中的要求，北京市国土局的主要责任是围绕国土资源的有效利用，建立国土资源标准体系，开展土地资源调查、地籍管理、地质灾害防治等标准制定和实施。因此，开展本项研究，具有十分重要的现实意义。基于此，本文梳理了国土资源标准体系的制定与实施中存在的问题，分析北京市国土资源管理中现行的国土资源与地质矿产管理及技术标准的运行效率和实施效果。对比北京市与其他省市工作的不同特点和标准化工作进程，找寻政府职能与市场运作的契合点。研究符合国土资源部《国土资源“十二五”标准化发展规划》和《首都标准化战略实施纲要》要求的北京市国土资源标准化体系；编制北京市国土资源标准化工作规划，草拟北京市国土资源标准化管理办法，提升政府国土资源管理水平。本论文研究的主要内容及结构：一是介绍介绍本文的写作背景和研究意义，并说明本文的研究思路及论文结构并选择合适的研究方法；二是诠释标准化战略的概念，并通过借鉴国外先进国家国土资源管理标准化战略的先进经验，，引出我国标准化体系的演进过程1及国内典型地区国土资源标准化战略的经验；三是通过梳理国土资源管理日常工作所需的标准化及新趋势需要实施标准化的工作内容，进一步得出在参与国际竞争时需要国土资源管理标准化的支撑内容及国土资源在社会管理职能中的刚性需求；四是通过深入调查研究，分析北京市国土资源标准化战略实施现状及存在问题，对国土资源相关标准进行效率评价最终得出实施标准化战略的意义；五是依据国家及北京市发展战略及相关政策，结合国土资源管理实际，初步构建了北京市国土资源标准体系及北京市国土资源标准化战略方案并提出北京市标准化战略实施的相关配套政策和措施。
[Abstract]:In accordance with the requirements in the notice of the General Office of the Beijing Municipal people's Government on the issuance of the key Task decomposition Program for the Capital Standardization Strategic outline (Beijing Administration Office No. 20122),The main responsibility of Beijing Municipal Bureau of Land and Land is to establish the standard system of land and resources, carry out land resource investigation, cadastral management and geological disaster prevention and control standards around the effective use of land and resources.Therefore, the development of this study, has a very important practical significance.Based on this, this paper combs the problems existing in the formulation and implementation of the land and resources standard system, and analyzes the operational efficiency and effect of the current land resources, geological and mineral resources management and technical standards in Beijing.By comparing the different characteristics and standardization process between Beijing and other provinces and cities, this paper tries to find out the fit point between government function and market operation.To study the standardization system of Beijing's land and resources in line with the requirements of the 12th Five-Year Plan of the Ministry of Land and Resources and the implementation outline of the Capital Standardization Strategy; and to formulate the work plan for the standardization of Beijing's land and resources,To draft standardized management measures for Beijing's land and resources to improve the level of government land and resources management.The main contents and structure of this thesis are as follows: first, introduce the writing background and significance of this thesis, explain the research ideas and structure of this paper and choose the appropriate research methods; second, explain the concept of standardization strategy.By drawing lessons from the advanced experiences of foreign advanced countries in the standardization strategy of land and resources management, the evolution process of the standardization system of our country and the experience of the national land and resources standardization strategy in typical areas are drawn.Third, by combing the standardization needed for the daily work of land and resources management and the new trend, the contents of the work that need to be standardized are put into practice.Further, it is concluded that the supporting content of land and resources management standardization and the rigid demand of land resources in the social management function are needed when participating in international competition. Fourth, through in-depth investigation and research,This paper analyzes the present situation and existing problems of the implementation of Beijing's land and resources standardization strategy, and finally obtains the significance of implementing the standardization strategy by evaluating the efficiency of the relevant land and resources standards. Fifth, it is based on the national and Beijing development strategies and related policies.Based on the practice of land and resources management, this paper preliminarily constructs the standard system of Beijing's land and resources and the strategic plan of Beijing's land and resources standardization, and puts forward some supporting policies and measures for the implementation of Beijing's standardization strategy.
