我国水资源“农转非”市场化运作研究

【摘要】：水资源“农转非”满足了非农经济发展需要、提高了水资源利用的经济价值，但是，越来越多的水资源不断地由农业用途转向非农业用途，若长期疏于管理，对农业特别是粮食生产和供给的影响需要谨慎对待。本论文通过对水资源“农转非”相关概念的界定，深入认识水资源“农转非”的内涵和运行现状，提出水资源“农转非”市场化运作的设想。一方面，论文利用对我国水资源“农转非”现状的分析，发现目前我国的水资源“农转非”绝大多数是通过政府行政手段单方面强制运作和实施的，在实践中出现了诸如“寻租”和“平调”等众多问题，不仅降低了水资源的使用效率，扼杀了调动双方的内在节水激励机制，，使水资源浪费现象随处可见，同时还会滋生腐败，导致权力寻租。另一方面，论文以山东省聊城市位山灌区为例，深入农户及用水单位发放调查问卷，利用条件价值分析法，建立数据模型，分析节水农户对水资源“农转非”要求经济补偿的意愿以及非农用水部门支付水资源转让费的意愿和能力，考证水资源“农转非”市场化运作的现实意愿，期望最终实现“市场为基础，政府作补充”的水资源“农转非”运作模式。在此基础上，论文了解和掌握水资源“农转非”的运作规律，得出对水资源“农转非”体制优化及监管的多项建议，包括政府对交易主体、交易客体、交易价格、交易过程的监管以及水资源管理委员会、农业供水公司、农民用水户协会等第三方中间组织对水资源“农转非”的监督。期望能够落实市场机制在水资源“农转非”中的基础地位，实现市场化运作与政府机制良好配合的最优状态，推动水水资源“农转非”的规范发展。
[Abstract]:The conversion of water resources from agriculture to non-agriculture meets the needs of non-agricultural economic development and enhances the economic value of water resources utilization. However, more and more water resources continue to shift from agricultural to non-agricultural uses, and if they are neglected in management for a long time,The impact on agriculture, especially food production and supply, needs to be treated with caution.In this paper, through the definition of the related concepts of water resources "agricultural conversion", the connotation and operation status of water resources "agricultural conversion" are deeply understood, and the assumption of market-oriented operation of water resources "agricultural conversion" is put forward.On the one hand, based on the analysis of the current situation of water resources in China, it is found that the vast majority of water resources in our country are forced to operate and implement unilaterally through the administrative means of the government.In practice, many problems such as "rent-seeking" and "leveling" have emerged, which not only reduce the efficiency of water resources use, but also stifle the internal water-saving incentive mechanism of both sides, so that waste of water resources can be found everywhere, and corruption will also breed.Leading to power rent-seeking.On the other hand, the paper takes Liaocheng City, Shandong Province as an example, gives out questionnaires to farmers and water use units, and establishes the data model by using conditional value analysis method.This paper analyzes the willingness of water-saving farmers to demand economic compensation for "agricultural conversion" of water resources and the willingness and ability of non-agricultural water use departments to pay water resources transfer fees, and proves the realistic intention of market-oriented operation of water resources "agricultural conversion".Finally, we hope to realize the "market based, government supplement" operation mode of water resources conversion.On this basis, the paper understands and grasps the operation law of water resources "agricultural conversion", and draws several suggestions on the optimization and supervision of water resources "agricultural conversion" system, including the government's views on the subject, object and price of trade.Regulation of trading processes and supervision of water resources "conversion" by third party intermediate organizations such as water resource management committees, agricultural water supply companies and farmers' water users' associations.It is expected that the market mechanism can realize the basic position of the market mechanism in the "agricultural conversion" of water resources, realize the optimal state of good cooperation between the market-oriented operation and the government mechanism, and promote the standard development of the water resources "agricultural conversion".
