环长株潭城市群水资源承载力及其可持续利用研究

【摘要】:“十二五”时期,是湖南省经济发展极为不平凡的时期,是全省人民认真贯彻落实中央决策部署的关键时期。特别是环长株潭城市群作为国家资源节约型和环境友好型的社会实验区,它不断探索创新,引领和带动着中部六省经济的飞跃,担任着湖南省富民强省和践行科学发展观的重大历史使命。虽然本区的经济保持持续快速发展,但是国民经济生产部门和居民生活用水量不断增大,水资源空间利用结构不合理和利用效率低等问题日益突出。再加上时空性缺水和水质性缺水等问题日益严峻,使得水资源的利用与社会经济发展的关系日渐突显。在这一背景下,对本区水资源承载力的研究已变得尤为迫切。 基于此,本文首先采用相对资源承载力的视角对湖南省近七年的水资源承载力进行了动态评价,其目的是简要地分析湖南省14个市州的相对水资源承载力变化情况,得出环长株潭城市群的综合承载力处于较为严重的超载状况。为此,结合评价结果详细分析了导致其综合承载力在时空差异的原因。针对环长株潭城市群自然、社会、经济发展状况,选取了合适的指标构成水资源承载力的评价指标体系,并给出了各项指标的含义。然后采用SPSS软件对评价指标进行了标准化处理,再以水资源-社会经济-生态系统为研究对象,建立了环长株潭城市群水资源承载力的评价模型,并采用主成分分析法与熵值法相结合的组合赋权方法来确定各指标的权重。最后对环长株潭城市群2005-2011七年间的水资源承载力进行了实证研究,结果研究表明,在环长株潭城市群中的8个市级单位中,WCP0的有2个,分别是衡阳市和常德市,这说明了2个城市的水资源承载力处于良好承载区状态;其他六个地区的WCP0,这说明长沙市、株洲市、湘潭市、益阳市、娄底市以及岳阳市的水资源承载力度处于超载区状态。 最后,根据评价的结果和分析,结合本区的实际情况,从几个方面提出了基于水资源承载力的可持续利用研究对策,以供决策者参考。通过环长株潭城市群水资源承载力的研究,不仅可以为一个城市甚至一个地区的社会经济发展及城市规划导向提供水资源承载的数据支撑,还可以为该城市水资源安全保障体系的制定提供建设性的意见,对保护城市水资源、预防水污染意义是极大的。
[Abstract]:The 12th Five-Year Plan period is an extraordinary period for the economic development of Hunan Province, and a key period for the people of Hunan Province to conscientiously carry out the central decision-making arrangements.Especially, as a social experimental area of national resource-saving and environment-friendly, the urban agglomeration around Changzhou-Zhuzhou-Xiangtan is constantly exploring and innovating, leading and driving the economic leap of the six central provinces.It is the important historical mission of Hunan Province to enrich the people and strengthen the province and practice the scientific concept of development.Although the economy of this area has maintained a sustained and rapid development, the production departments of the national economy and the domestic water consumption of the residents are constantly increasing, the water resources spatial utilization structure is unreasonable and the utilization efficiency is low, and so on.In addition, the problems of space-time water shortage and water quality water shortage are becoming more and more serious, which makes the relationship between the utilization of water resources and the development of social economy more and more prominent.In this context, the study of water resources carrying capacity in this area has become particularly urgent.Based on this, this paper firstly uses the perspective of relative resource carrying capacity to evaluate the water resources carrying capacity of Hunan province in the last seven years, the purpose of which is to analyze the change of relative water resources carrying capacity in 14 cities and states of Hunan province.It is concluded that the comprehensive carrying capacity of ring-Chang-Zhuzhou-Zhuzhou-Xiangtan urban agglomeration is in a serious overload condition.Therefore, combined with the evaluation results, the causes of the difference of the comprehensive bearing capacity in time and space are analyzed in detail.In view of the natural, social and economic development of the urban agglomeration around Changzhou-Zhuzhou, Zhuzhou and Xiangtan, a suitable index system for evaluating the carrying capacity of water resources is selected, and the meaning of each index is given.Then the evaluation index is standardized by using SPSS software, and then the evaluation model of water resources carrying capacity of ring Chang-Zhuzhou-Xiangtan urban agglomeration is established by taking the water-resources, social-economic-ecosystem as the research object.The weight of each index is determined by combining principal component analysis and entropy method.Finally, the paper makes an empirical study on the carrying capacity of water resources in Huanchang, Zhuzhou, Zhuzhou and Xiangtan urban agglomerations from 2005 to 2011. The results show that two of the eight municipal units in the urban agglomeration, Hengyang and Changde, are WCP0.This indicates that the carrying capacity of water resources in two cities is in a good state of carrying capacity, and WCP0 in the other six regions, which indicates that the carrying capacity of water resources in Changsha, Zhuzhou, Xiangtan, Yiyang, Loudi and Yueyang is in the state of overloading.Finally, according to the evaluation results and analysis, combined with the actual situation in this area, the research countermeasures of sustainable utilization based on the carrying capacity of water resources are put forward from several aspects for the reference of decision makers.Through the research of water resources carrying capacity of the city group around Chang-Zhuzhou, Zhuzhou and Xiangtan, it can not only provide data support for the social and economic development of a city or even a region, but also for the direction of urban planning.It can also provide constructive advice for the establishment of water resources security system in the city, which is of great significance to the protection of urban water resources and the prevention of water pollution.
