赣江流域水资源生态补偿机制研究

【摘要】：在解决流域内水资源生态资源环境保护与社会经济发展之间所存在的矛盾的途径当中，构建流域内水资源生态补偿机制是一个非常有价值的研究领域。赣江是江西省内流入鄱阳湖之五大河流中的第一大河流，占五河入湖总水量的75%以上，，干、支流自南向北流经47个县（市），在江西流域内水资源生态环境的保护中，居于十分关键的地位。因此，赣江流域水资源生态补偿机制的研究和建构，既是鄱阳湖生态经济区建设和保护鄱阳湖“一湖清水”的关键，又能为建设鄱阳湖生态经济区、构建整体生态补偿机制做基础性的准备，提供某些新鲜经验。本文以赣江流域内的水资源为例，试图从国内外有关流域水资源生态补偿的实践与经验出发，研究赣江流域水环境现状、当前赣江流域水资源生态补偿存在的主要问题，阐释赣江流域水资源生态补偿的继承与创新，积极探讨构建包括对赣江源区水资源涵养的特殊补偿、区域断面水资源贡献补偿、行政区断面水质奖惩机制在内的一个较为系统的赣江流域水资源生态补偿机制，并尝试性地提出赣江流域水资源生态补偿机制的运行机制，试图探索出一种构建赣江流域水资源生态补偿机制的破题思路。
[Abstract]:On the way to solve the contradiction between the water resources ecological resources and environmental protection and social economic development during the construction of ecological compensation mechanism of river basin water resources is a very valuable research field. The Ganjiang River is the biggest river in Jiangxi province into five major rivers in Poyang Lake, accounting for more than five, the total inflow. 75% dry tributaries from the south to the north, flows through 47 counties (city), in the protection of water resources in Jiangxi river basin ecological environment, occupies a very important position. Therefore, the research and construction of the Ganjiang River Basin water resources ecological compensation mechanism, the key is the construction and protection of the ecological economic zone of Poyang Lake Poyang Lake "a lake of water", and for the construction of Ecological Economic Zone in Poyang Lake, the overall construction of ecological compensation mechanism based to provide some fresh experience.
In this paper, the water resources within the basin as an example, from the domestic and foreign related to ecological compensation of river basin water resources and the practice and experience of the present situation of water environment of the Ganjiang River Basin, the main problems of water resources ecological compensation in Ganjiang River Basin, the inheritance and innovation of water resources ecological compensation interpretation of the Ganjiang River Basin, and actively explore the construction of special compensation on the conservation of water resources in the source region of the Ganjiang River, the regional water resources section contribution compensation, a systematic ecological water resource compensation mechanism of Ganjiang River basin administrative region water quality, incentive mechanism, and proposes the operation mechanism of water resources ecological compensation mechanism of the Ganjiang River Basin, the essay tries to explore a way to construct a Ganjiang River Basin water resources ecological compensation mechanism.
