【摘要】：耕地资源作为土地资源的精华，是最重要的农业生产资料，也是保障土地生态系统稳定与优化的基础。在社会经济高速发展的今天，，人口不断增长、资源消耗不断增多，使得耕地数量不断减少、耕地质量持续下降，耕地生态环境不断恶化，耕地资源生态安全已成为影响社会可持续发展的重要问题之一。为此，中共中央将保护耕地纳入我国基本国策。《中华人民共和国土地管理法》规定“国家实行占用耕地补偿制度。非农业建设经批准占用耕地的，按照‘占多少，垦多少’的原则，由占用耕地的单位负责开垦与所占用耕地的数量和质量相当的耕地”。耕地资源生态安全评价研究有利于推进和改善保障耕地数量、质量工作，从而确保耕地生态安全，实现耕地资源的可持续发展。本文在国内外生态研究的基础上，深入研究耕地资源生态安全相关概念与基本理论。以陕西省为研究对象，分析研究区耕地资源数量、质量状况。在此基础上，构建PSR模型，运用层次分析法、级差标准化法得出陕西省及各市（区）耕地资源生态安全综合值。最后，分析评价2003-2012年陕西省及2012年各市（区）耕地资源生态安全状况，并提出陕西省耕地资源生态安全保障措施。主要研究结论为：（1）陕西省耕地数量不断下降、质量总体偏低。各市区耕地数量和质量差异大，有明显的区域特征。（2）2003-2012年陕西省耕地资源生态安全水平有所改善但波动较大。陕西省耕地资源生态安全不稳定且存在较大隐患。（3）陕西省耕地资源生态安全水平各区域差异非常明显，杨凌示范区最高，榆林市安全综合值最低。
[Abstract]:As the essence of land resources, cultivated land resources are the most important means of agricultural production and the basis of ensuring the stability and optimization of land ecosystem.Today, with the rapid development of social economy, the population is increasing and the consumption of resources is increasing. As a result, the quantity of cultivated land is decreasing, the quality of cultivated land is declining, and the ecological environment of cultivated land is deteriorating.The ecological security of cultivated land resources has become one of the important problems affecting the sustainable development of society.For this reason, the CPC Central Committee has incorporated the protection of cultivated land into China's basic state policy. The Land Management Law of the people's Republic of China stipulates that "the state shall implement the compensation system for cultivated land occupied."If cultivated land is occupied by non-agricultural construction after approval, the unit occupying the cultivated land shall be responsible for reclaiming cultivated land which is equal to the quantity and quality of the cultivated land occupied in accordance with the principle of 'how much land is occupied and how much land is reclaimed'. "The study of ecological security evaluation of cultivated land resources is conducive to promoting and improving the work of ensuring the quantity and quality of cultivated land, thus ensuring the ecological security of cultivated land and realizing the sustainable development of cultivated land resources.On the basis of ecological research at home and abroad, this paper deeply studies the related concepts and basic theories of ecological security of cultivated land resources.The quantity and quality of cultivated land resources in Shaanxi Province were analyzed.On this basis, the PSR model was constructed, and the comprehensive value of ecological security of cultivated land resources in Shaanxi Province and cities (districts) was obtained by using the analytic hierarchy process (AHP) and the differential standardization method.Finally, the ecological security status of cultivated land resources in Shaanxi Province from 2003 to 2012 was analyzed and evaluated, and the ecological security measures of cultivated land resources in Shaanxi Province were put forward.The main conclusions of the study are as follows:1) the quantity of cultivated land in Shaanxi Province is decreasing and the quality is on the low side.The quantity and quality of cultivated land in different urban areas vary greatly and have obvious regional characteristics.From 2003 to 2012, the ecological security level of cultivated land resources in Shaanxi Province improved, but fluctuated greatly.The ecological security of cultivated land resources in Shaanxi Province is unstable and has great hidden dangers.3) the ecological security level of cultivated land resources in Shaanxi Province is obviously different among different regions, Yang Ling demonstration area is the highest, and Yulin City has the lowest comprehensive safety value.
