中国土地资源标准体系的思考与重构

【摘要】：标准化是土地管理的技术基础性工作,土地资源标准体系是行政审批、监管执法、工作部署、质量评价的重要依据。文章在研究中国土地资源标准体系和标准体系编制相关国家标准和文献的基础上,运用问卷调查法和半结构访谈法,从调查、评价、规划、利用、市场、监管六个方面重构了土地资源标准体系框架,形成了包含有103条具体标准的土地资源标准体系表,为推进土地资源领域的科技进步、提升土地资源管理水平打下了坚实的基础。
[Abstract]:Standardization is the basic technical work of land management, and the standard system of land resources is an important basis for administrative examination and approval, supervision and law enforcement, job deployment and quality evaluation. On the basis of studying the relevant national standards and literature of China's land resources standard system and standard system, this paper applies questionnaire survey and semi-structure interview to investigate, evaluate, plan, utilize and market. This paper reconstructs the framework of land resource standard system in six aspects and forms a land resource standard system table containing 103 specific standards, which lays a solid foundation for advancing the progress of science and technology in the field of land resources and improving the level of land resource management.
