滨海新区土地资源管理系统构建研究

【摘要】:随着计算机科学技术和地理信息技术的快速发展,我国土地管理工作也在广泛引入地理信息系统软件和数据库系统软件来提升土地资源管理水平。虽然目前,土地信息管理系统还在数据管理、数据组织和系统扩展性等方面存在一些问题,,但已经对土地管理工作产生了革命性的革新。土地资源数据和土地业务工作管理的信息化、数字化已经成为现今土地资源管理工作的发展方向和发展趋势。滨海新区土地发展中心的日常土地管理工作需要涉及大量文字、报告和多种图形数据,为了改变传统管理方式下数据利用效率低等问题,需要革新现有管理方法和技术手段,构建一个高效的土地资源管理信息系统。 本文以滨海新区土地中心为背景,结合具体工作需求,从GIS在土地资源管理方面的应用入手,阐述了如何建设一个功能集成化的土地资源管理系统。本文对土地资源管理系统的开发方法及系统构建过程中应用的空间数据库、组件GIS和ArcSDE技术进行了介绍。系统的构建以滨海新区的土地资源数据为基础数据库,基于GIS平台所提供的空间数据显示、处理、查询、输出及分析功能,利用可视化软件工具,最终设计开发了滨海新区土地资源信息管理系统。 文章对系统需求分析,系统设计和系统实现进行了详细介绍,展现了整个系统开发工作的全过程。建成的系统性能可靠、易于使用、操作简单,在使用期间,有效的提高了滨海新区土地发展中心的工作效率。论文成果对整个滨海新区土地领域行政管理的信息化建设具有很好的推广借鉴意义。
[Abstract]:With the rapid development of computer science and technology and geographic information technology, land management in China is also widely introduced GIS software and database system software to improve the level of land resources management. Although there are still some problems in the field of data management, data organization and system expansibility, the land information management system has revolutionized the land management work. The information of land resource data and land business management, digitization has become the development direction and development trend of land resource management. The daily land management work of Binhai New area Land Development Center needs to involve a lot of words, reports and many kinds of graphic data. In order to change the problems of low efficiency of data utilization under the traditional management mode, it is necessary to innovate the existing management methods and technical means. Build an efficient land resource management information system. Taking the Binhai New area Land Center as the background and combining with the concrete work demand, this paper expounds how to build a functional integrated land resource management system from the application of GIS in land resource management. This paper introduces the development method of land resource management system and the application of spatial database, component GIS and ArcSDE technology in the process of system construction. Based on the spatial data display, processing, query, output and analysis provided by GIS platform, the system is based on the land resource data of Binhai New area. Finally, the land resource information management system of Binhai New area is designed and developed. In this paper, the system requirement analysis, system design and system implementation are introduced in detail, and the whole process of system development is presented. The system is reliable, easy to use and easy to operate. During the period of operation, the efficiency of the land development center in Binhai New area is improved effectively. The results of this paper are of great significance for the informatization construction of land administration in Binhai New area.
