【摘要】：正习近平总书记在全国党校工作会议上的讲话中指出:"希望党校成为党和国家的重要智库",前铁路总公司总经理盛光祖在中国铁路总公司党校工作会议上的讲话中强调:"重视发挥党校智库作用,努力为重点工作的推进提供强有力的理论支持和智力服务。"由此可见,把党校建设成为新型智库是对党校职能的一个重要定位,对于铁路党校亦是如此。铁路党校如何适应时代要求和铁路改革发展的新形势,建设成为新型智库,是其实现科学健康发展的一个亟待研究
