【摘要】：随着中国特色社会主义事业在不同阶段的推进和国内外大环境的不断变化,高校自身的定位和肩负的使命也在不断地变化调整当中,新形势下,“高校肩负着人才培养、科学研究、社会服务、文化传承创新、国际交流与合作的重要使命”。新的形势,赋予了高校新的使命,也对高校基层党组织建设提出了新的要求,要求高校基层党组织更加凸显服务功能。高校服务型基层党组织的提出,是党的建设适应新形势、面对新问题,加高校强基层党组织建设作出的创新举措。基层服务型党组织建设虽然在实践上源于贵州遵义等地基层党组织的探索性尝试,但它有深厚的理论渊源和历史基础。作为马克思主义执政党,中国共产党必须以马克思主义群众史观为指导、坚守马克思主义政党建党初衷,不管社会方位和时代环境如何改变,必须时刻坚守全心全意为人民服务的宗旨不能改变。新形势下,推进服务型基层党组织建设是对党的宗旨意识的强调和凸显,有利于密切党群关系,提升基层组织的执政能力。推进高校服务型基层党组织建设,不仅有利于推动“系列教育活动”的开展,落实全面从严治党,还能促进高校基层党组织适应新形势,加强自身建设,同时有利于加强高校自身改革发展,提升人才培养质量。党的十八大提出“以服务群众,做群众工作为主要任务,加强基层服务型党组织建设”以来,各高校认真贯彻十八大精神,积极推进服务型基层党组织建设,取得了一定的成绩,积累了诸多值得借鉴和推广的经验,但同时也存在不少问题。例如,服务格局缺乏整体性、服务队伍缺乏主动性、服务内容缺乏针对性、服务活动缺乏长效性等,这些问题在一定程度上制约和阻碍了高校服务型基层党组织建设,也不利于高校自身重点任务的推进。经笔者探究,产生这些问题的原因主要有总体建设策划不足、开展服务能力不强、服务内容脱离实际、保障服务制度不完善。要解决这些问题,应通过建强服务队伍,提升服务能力;坚持与时俱进,完善服务平台;坚持需求导向,打造特色服务品牌;加强统筹协调,构建服务合力等措施为抓手。高校服务型基层党组织建设是一项系统复杂的工程,不仅需要统筹规划,协同推进,更要长期坚持,久久为功,才能取得实效。

To promote the construction of service-oriented grass-roots party organizations is to emphasize and highlight the Party's purpose consciousness, which is conducive to close the relationship between the party and the masses, to enhance the ruling ability of grass-roots organizations, and to promote the construction of service-oriented grass-roots party organizations in colleges and universities. It can not only promote the development of "series of educational activities", but also promote the grass-roots party organizations in colleges and universities to adapt to the new situation and strengthen their own construction, and at the same time, it is conducive to strengthening the reform and development of colleges and universities themselves. Since the 18 Party Congress put forward "serving the masses, doing mass work as the main task, strengthening the construction of the grass-roots service-oriented party organization", the colleges and universities have conscientiously implemented the spirit of 18. To actively promote the service-oriented grass-roots party organization construction, has made certain achievements, accumulated a lot of experience worthy of reference and promotion, but at the same time there are many problems. For example, the service pattern lacks integrity. The lack of initiative of service team, lack of pertinence of service content, lack of long-term effectiveness of service activities, these problems to a certain extent restrict and hinder the construction of service-oriented grass-roots party organizations in colleges and universities. It is also not conducive to the promotion of the key tasks of colleges and universities. By exploring these problems, the main reasons for these problems are insufficient overall construction planning, weak service capacity and divorced service content from reality. The security service system is not perfect. To solve these problems, we should strengthen the service team and enhance the service ability; Insist on keeping pace with the times and perfect the service platform; Adhere to demand-oriented, create a unique service brand; The construction of service-oriented grass-roots party organizations in colleges and universities is a systematic and complex project, which not only needs to plan as a whole, but also needs to persist for a long time.
