【摘要】：十八大以来,中共中央对腐败的治理在强调领导干部主体责任意识的同时,加强党内纪律和制度的制定与完善。相应的举措对于腐败分子的惩处以及腐败现象的遏制具有良好的效果。不过,通过对近几年党内反腐案件的效果分析表明,腐败犯罪案件的类型和结构呈现多元化、腐败所波及的范围愈加广泛、相应的社会危害也呈现日益严峻的态势。可以说,腐败形式的蔓延形成了结构性腐败的特征,即党政官员与企业相勾结的经济腐败,党政官员上下级通过人事权交易相串通的政治腐败。对此,相应治标性的反腐举措无法实现廉洁政治的目标,需要通过制度层面的设计才能达到治本的效果。只有通过以预算审议、问责审计和违宪审查制度为基础的法治国家建设,才能真正实现廉洁政治的愿景。

The corresponding anti-corruption measures can not achieve the goal of clean politics, and need to be designed at the institutional level to achieve the curative effect.
