【摘要】：正近日,中共中央办公厅印发《关于在北京市、山西省、浙江省开展国家监察体制改革试点方案》,释放出政治改革特别是国家根本政治制度改革重大利好。国家监察"体改"既是对党的监督的强化,也是对党的领导的实化。特别是要在当前的党内监督全覆盖基础上,实现对行使公权力的公职人员的国家监察全覆盖。这"两个全覆盖"有利于杜绝权力监督
