论城市基层区域化党建的整合功能

【摘要】：城市基层区域化党建是基层党建生态环境转换背景下的重要制度创新,扮演着重要的"整合中心"角色,承担着内外整合功能。面对基层党组织结构裂片化、资源离散化、自我认同危机化、社区社会碎片化、基层组织悬浮化、部门行动分割化等困境,中国共产党要在加强基层组织内部整合基础上,一端嵌入"社会"实现社区社会整合,一端嵌入"国家"实现基层行政整合,一端嵌入"网络"实现异度空间整合,从而稳固党的基层政权和构建和谐社会。
[Abstract]:Urban grass-roots regionalization party building is an important institutional innovation under the background of the transformation of the ecological environment of grass-roots party building. It plays an important role as "integration center" and undertakes the function of internal and external integration. In the face of the fragmentation of the grass-roots party organizational structure, the resources are discretized. The crisis of self-identity, the fragmentation of community society, the suspension of grass-roots organizations, the division of departmental actions, and so on. On the basis of strengthening the internal integration of grass-roots organizations, the Communist Party of China should embed "society" at one end to realize community social integration. One end embed "the country" to realize the grass-roots administrative integration, the other end embedded "the network" realizes the different degree space conformity, thus stabilizes the party's grass-roots political power and constructs the harmonious society.
