干部任用票决制中若干投票悖论及解决之策

【摘要】：正党的十七大报告明确提出:"推行地方党委讨论决定重大问题和任用重要干部票决制。"票决制由党内个别实践全面上升为党内法规与基本人事政策,是我们党干部任用决策制度的改革创新和历史进步。所谓票决制,就是党委常委一人一票,以无记名投票方式对干部候选人进行表决。这种表决方式的优点是减少了个人意见凌驾于集体意见之上的问题,增加了幕后交易、请客送礼、金钱贿赂、利益交换的难度,一定程度上抑制了一部分热衷于跑官
[Abstract]:The report of the Seventeenth National Congress of the Central Committee of the Communist Party of China (CPC) clearly stated that "the local party committees should discuss and decide major issues and appoint important cadres by vote." the voting system has been comprehensively upgraded from individual practice within the Party to the party's laws, regulations, and basic personnel policies. It is the reform, innovation and historical progress of the decision-making system on the appointment of party cadres. The so-called voting system means one person, one vote, one member of the standing Committee of the Party Committee. Voting on candidates for cadres by secret ballot. The advantage of this voting method is that it reduces the problem of individual opinions over collective opinions, and increases the difficulty of behind-the-scenes transactions, giving gifts, money bribes, and exchange of interests. To some extent, it suppresses some of the enthusiasts.
