【摘要】：治国必先治党,治党必有法度。党的十八大以来,依规治党作为一种党的治理方略和实践方式,是新一届党中央贯彻“四个全面”战略布局、完成“两个一百年”目标的重大创新,也是对一向注重制度建设、以党内法规制度管党治党的党的历史经验的全面继承和发展,依规治党的持续推进,开启了党的建设新常态。从来源基础上来说,依规治党并不是无源之水、无根之木。马列主义的无产阶级政党建党学说和党中央历届领导集体的党建思想是依规治党的理论来源;而世界政党的深刻变革、苏共兴衰的经验教训以及党长期丰富的实践历程为其提供了实践基础。从时代背景来说,依规治党的提出是党基于国际复杂形势的现实考量,是党应对社会转型升级期的形势所需、更是党克服“四大危险”的迫切需要。十八大以来,党中央从深化党规党纪意识教育、完善党内法规制度建设和强化监督执纪三个方面入手,为依规治党做了大量的实践探索,唤醒了党员对党规党纪的学习意识,形成了相对完善的党内法规制度体系,提升了党内法规的执行效力,解决了一直以来的纪法不分问题,成效显著。然而,由于社会转型期的多元观念冲击、客观环境变量不可控等因素的存在,导致部分问题难以在短时间内根除,一定程度上影响了当前依规治党的实际效力。因此,要通过深化党员党规党纪意识、加强党内法规制度体系联动建设、强化监督合力以及进一步推进纪法衔接协同等途径,确保依规治党在今后的推进过程中真正做到遵规有序、执行有规、监督有力。
[Abstract]:Since the 18 National Congress of the Party, as a party's governing strategy and practice, it is the new CPC Central Committee that has implemented the "four comprehensive" strategic layout. The major innovation in accomplishing the objectives of "two hundred years" is also an overall inheritance and development of the historical experience of the party, which has always paid attention to the construction of the system, administered the party by the system of laws and regulations within the party, and continued to promote the party's administration in accordance with the rules and regulations. It has opened a new normal for party building. On the basis of sources, governing the party according to rules is not without a source of water. The proletarian Party Building Theory of Marxism-Leninism and the Party Building thought of successive leading collectives of the CPC Central Committee are the theoretical sources of governing the Party according to rules, while the profound changes in the world political parties, The experience and lessons of the rise and fall of the Communist Party of Soviet Union (CPC) and the rich practice course of the CPC have provided it with a practical foundation. From the background of the times, the proposal of governing the Party according to rules is a realistic consideration of the Party based on the complicated international situation. It is the urgent need for the Party to cope with the situation in the period of social transformation and upgrading, and the urgent need for the Party to overcome the "four major dangers." since the 18 National Congress, the CPC Central Committee has begun to deepen the education of the Party's discipline and discipline. Starting from the three aspects of perfecting the construction of inner-party laws and regulations and strengthening supervision and discipline enforcement, we have done a great deal of practical exploration for governing the Party according to the rules, awakened the Party members' awareness of studying the Party's rules and regulations, and formed a relatively perfect system of inner-party laws and regulations. It has improved the enforcement effect of the laws and regulations within the Party, solved the problem of discipline and law all along, and achieved remarkable results. However, due to the impact of the pluralistic concept in the social transition period, the objective environmental variables are not controllable and other factors exist. It is difficult to eradicate some of the problems in a short period of time, which to some extent affects the actual effectiveness of running the Party according to the rules. Therefore, we should strengthen the linkage construction of the system of laws and regulations within the Party by deepening the Party members' awareness of party discipline. We should strengthen the joint forces of supervision and further promote the combination of discipline and law, so as to ensure that the Party in accordance with the rules and regulations can truly comply with the rules and order, enforce the rules and supervise effectively in the process of promoting the party according to the rules and regulations in the future.
