党群协商法治化:党群关系优化的一个向度

【摘要】：执政党与群众的关系涉及国家、政党和社会的方方面面,如何有效改善党群关系,具有多维视角。党群协商以协商民主为视角研究党群关系,强调在平等、理性、共识的基础上构建新型党群关系。当前,党群协商的实践成效显著,但依然存在主体不平等、协商不规范、结果难落实等问题,而要解决这些问题,必须推进党群协商的规范化、程序化、制度化,即协商法治化。法治是一种基本思维方式和工作方式,只有严格遵循依法治国基本方略,从理念、制度和行为层面规范协商主体、明确协商内容、完善协商形式、监督协商过程、落实协商结果,才能使党群协商符合理性、改变偏好、达成共识,做到既符合协商理念,又经得起实践检验,改善党群关系现状。
[Abstract]:The relationship between the ruling party and the masses involves all aspects of the country, the political party and the society. How to improve the relationship between the party and the masses effectively has a multidimensional perspective. Building a new type of party-masses relationship on the basis of consensus. At present, the practice of Party-masses consultation has achieved remarkable results, but there are still problems such as unequal subjects, non-standard consultations, difficult implementation of the results, and so on. However, we should solve these problems. We must promote the standardization, procedure and institutionalization of the Party and masses consultation, that is, the rule of law through negotiation. The rule of law is a basic mode of thinking and work. Only by standardizing the subject of negotiation, clarifying the content of negotiation, perfecting the form of consultation, supervising the consultation process and implementing the result of negotiation, can we make the consultation between the Party and the masses conform to reason, change our preferences, reach a consensus, and achieve a consensus that conforms to the concept of consultation. It can also stand the test of practice, improve the current situation of party-mass relations.
