基于行业身份差异化的党代会代表联系群众制度探讨

【摘要】：建立党代会代表联系群众工作制度,是党法党规的要求,是夯实党的执政基础、巩固党的执政地位的要求。党代会代表是有行业身份差异的。只有根据行业身份差异,建立党代会代表联系群众制度,才能充分发挥党代会代表的能量,提高联系群众的水平,增强服务群众的效果。我们可以按照党章对基层党组织的分类,来具体描述基于行业身份差异化的党代会代表联系群众工作制度的内容和方式,分别构建乡镇、街道和村社党代会代表联系群众制度,国有企业、集体企业和非公有制企业党代会代表联系群众制度,教育、科研、医疗等事业单位党代会代表联系群众制度,以及党政机关党代会代表联系群众制度。
[Abstract]:It is the requirement of the Party law and party rules to establish the system of the representatives of the Party Congress to contact the masses, to consolidate the ruling foundation of the party and to consolidate the ruling position of the party.Representatives of the Party Congress have different identities in the industry.Only by establishing the system of Party Congress representatives connecting with the masses according to industry identity differences can the Party Congress representatives' energy be brought into full play, the level of contact with the masses be improved, and the effect of serving the masses be enhanced.According to the classification of grass-roots party organizations in the Party Constitution, we can concretely describe the contents and methods of the representative of the party Congress based on the differentiation of the industry identity in connection with the mass work system, and construct the system of connecting the representatives of the township, street and village Party Congress with the masses, respectively.State-owned enterprises, collective enterprises, and non-public-owned enterprise party Congress representatives contact the mass system, education, scientific research, medical institutions and other institutions of the party Congress representatives contact the mass system, and party representatives of government organs to contact the masses system
