运用辩证思维看待干部能下问题

【摘要】:正在建党94周年前夕,中央出台了《关于推进领导干部能上能下的若干规定(试行)》,目的是要推进干部能上能下,重点是解决能下的问题。在干部工作中,既要把党和人民需要的好干部选准用好,又要把那些存在问题或者相形见绌的干部调整下去。长期以来,由于干部管理缺乏制度制约,能上不能下问题一直是干部队伍管理工作的突出问题,是干部人事制度改革的重点和难点。这与全面从严治党新常态极不相适应,亟待从制度顶层设计上加以解决。这次党从制度法规层面解决干部能下问题,既是党的历史上首次作出的重要规约,更是用人制度改革的破冰,彰显了党要管党、从严
[Abstract]:On the eve of the 94th anniversary of the founding of the Party, the Central Committee issued several regulations on promoting the ability of leading cadres to be able to go up and down (on a trial basis). In the work of cadres, we should not only make good use of the good cadres that the party and the people need, but also readjust those cadres who have problems or are dwarfed by each other. For a long time, due to the lack of institutional constraints on the management of cadres, the question of whether or not to go up or down has always been a prominent issue in the management of the cadre contingent and a key and difficult point in the reform of the cadre and personnel system. This is incompatible with the new normal state of strict administration of the Party, and needs to be solved from the top level design of the system. This time the Party can solve the problem of cadres from the level of system and regulations, which is not only the first important stipulation made by the Party in its history, but also the breaking of the ice of the reform of the personnel system, which shows that the Party should govern the Party and be strict.
