从组织覆盖到工作覆盖:非公党建的制度变迁

【摘要】：纵观30多年的非公党建发展历程,其呈现出地域间、企业间的非均衡性。为解释这种差异,需要建立一个非公党建制度变迁的解释框架:从宏观的历史视角来考察非公党建的生成、演变和运作逻辑;从微观的现实视角来阐释非公党建对政治、经济和文化的结构性影响。一方面,非公党建的早期制度化实践通过组织覆盖获得合法性;另一方面,非公党建的有效运转通过工作覆盖获得效率性。在合法性和效率性之间找到契合点,才是非公党建长效运转的保障。为此,要建立党务精英主导下的工作覆盖。
[Abstract]:Throughout the 30 years of non-public party building development process, it presents a geographical, enterprise non-equilibrium. In order to explain this difference, it is necessary to establish an explanatory framework for the institutional changes of non-public party construction: to examine the formation, evolution and operation logic of non-public party building from the macroscopic historical perspective, and to explain the political aspects of non-public party building from the microscopic perspective of reality. The structural impact of economy and culture. On the one hand, the early institutionalized practice of non-public party construction obtains legitimacy through organizational coverage; on the other hand, the effective operation of non-public party construction obtains efficiency through work coverage. Finding a fit between legitimacy and efficiency is the guarantee of long-term operation of non-public party building. To this end, must establish the work coverage under the leadership of the party affairs elite.
