执政能力与领导能力:习近平党建思想的双重维度

【摘要】：中国共产党具有领导与执政双重功能,中国共产党的政党能力也包括执政能力与领导能力两个方面。党的十六大以来,中国共产党在实施党的建设伟大工程的过程中,首先关注的是执政能力建设,但是由于执政能力建设与领导能力建设遵循不同的内在规律,执政能力的提升并没有带来领导能力的增强,反而带来党的领导能力弱化。十八届中央巡视工作所揭示出来党的领导能力弱化令人震惊。鉴于政党领导能力弱化的现实,党的十八大以来,以习近平同志为核心的党中央在坚持执政能力建设的同时,着重加强党的领导能力建设,以领导能力建设为执政能力增强提供基础,以执政能力建设为领导能力提升提供保障,从而形成了习近平党建思想的双重维度。
[Abstract]:The Communist Party of China has the dual function of leadership and ruling, and the party ability of the Communist Party of China also includes two aspects: ruling ability and leading ability. Since the 16th National Congress of the Communist Party of China, in the process of implementing the great project of party building, the first concern of the Communist Party of China is the construction of governing ability. However, since the building of ruling ability and leadership ability follow different internal laws, The improvement of the ruling ability does not bring about the strengthening of the leadership, but the weakening of the Party's leadership. The 18 th Central Committee inspection work revealed that the weakening of the Party's leadership is shocking. In view of the reality of the weakening of the party's leadership, since the 18th National Congress of the Party, the CPC Central Committee, with Comrade Xi Jinping as the core, has focused on strengthening the building of the Party's leadership while insisting on the building of its ruling ability. The construction of leadership ability provides the foundation for the enhancement of ruling ability, and the construction of ruling ability provides guarantee for the improvement of leadership ability, thus forming the dual dimension of Xi Jinping's party building thought.
