社会转型期共青团组织职能转变研究

【摘要】：青年是社会发展进步的新生力量和主力军，青年阶层的健康成长一直是国家和社会关注的重要问题。中国共青团是中国共产党领导的青年群众组织，是中国共产党的得力助手和可靠后备军，作为中国共产党和政府联系青年群众的桥梁与纽带，在历史上发挥了重要作用。进入社会转型期以来，面对全球化、信息化、城镇化，面对新时期青年思想价值观的多元化发展趋势，共青团组织面临着很大的挑战。特别表现在共青团基层团组织的空壳化，对青年覆盖面的缩小，对青年的凝聚力减弱，，对青年的影响力式微，服务青年的手段陈旧等方面。而造成这些问题的关键就在于传统计划经济体制背景下的共青团职能定位已经不能更好、更有效地适应新时期共青团工作的开展，无法履行好组织、引导、服务青年，维护青年权益，促进青年健康发展的职责。因此，如何找准转型时期共青团的功能定位，转变职能，增强自身的凝聚力，重塑共青团的形象，已变成新时期共青团组织的最重要任务。本文正是在这样的大时代背景下，针对转型时期共青团组织如何转变自身职能这一论题展开论述，提出中国共产党要重塑共青团的价值理念，要成立青年事务委员会，要改革共青团组织人事管理制度，要完善共青团协商对话机制，要积极促进青年社会组织发展。通过这些措施，使得共青团组织在理念、法律、组织、工作内容上获得更大突破，使共青团成功转型为适应时代和青年需求的现代社会组织。
[Abstract]:Youth is the new force and main force of social development and progress, and the healthy growth of the youth class has always been an important issue of national and social concern. The Communist Youth League of China is a youth mass organization led by the Communist Party of China, a right-hand man and a reliable reserve army of the Communist Party of China. As a bridge and tie between the Communist Party and the government of China, it has played an important role in the history. In the face of globalization, information, urbanization and the diversified development trend of the youth's ideology and values in the new period, the Communist Youth League is facing a great challenge since entering the social transition period. Especially, it is manifested in the empty shell of the Communist Youth League grassroots League organization, the narrowing of the youth coverage, the weakening of the cohesion of the youth, the decline of the influence on the youth, the old means of serving the youth, and so on. The key to these problems lies in the fact that under the background of the traditional planned economy system, the function orientation of the Communist Youth League cannot be better positioned, and it can more effectively adapt to the development of the work of the Communist Youth League in the new period, and it is unable to carry out a good organization, guide, and serve the youth. The responsibility of safeguarding the rights and interests of young people and promoting their healthy development. Therefore, it has become the most important task of the Communist Youth League in the new period to find out the function of the Communist Youth League, to change its function, to strengthen its cohesion and to reshape the image of the Communist Youth League in the new period. Under this background, this paper discusses how the Communist Youth League organizations change their own functions in the transitional period, and points out that the Communist Party of China should remold the value concept of the Communist Youth League and set up the Youth Affairs Commission. We should reform the personnel management system of the Communist Youth League, perfect the consultation and dialogue mechanism of the Communist Youth League, and actively promote the development of youth social organizations. Through these measures, the Communist Youth League organizations in the concept, law, organization, work content to achieve greater breakthroughs, so that the Communist Youth League successfully transformed into a modern social organization to meet the needs of the times and youth.
