【摘要】：德治"关键少数"是以德治国方略的核心内容。要真正实现这一点,必须正确理解德治"关键少数"的基本内涵,必须深刻认识德治"关键少数"的重大意义:德治"关键少数",是坚持和发展中国特色社会主义的关键所在;德治"关键少数",是推进以德治国的内在要求;德治"关键少数",是建设法治中国的重要基础;德治"关键少数",是形势、任务和现实的必然选择。必须积极营造和建设德治"关键少数"的政治环境和有效机制。
[Abstract]:The "key minority" of rule by virtue is the core of the strategy of ruling the country by virtue. In order to realize this point, we must correctly understand the basic connotation of "key minority" by virtue, and deeply understand the great significance of "key minority" by virtue: "key minority" by virtue is the key to adhere to and develop socialism with Chinese characteristics; "key minority" by virtue is the internal requirement of promoting the rule of law by virtue, "key minority" by virtue is the important foundation of building a country ruled by law, and "key minority" by virtue is the inevitable choice of situation, task and reality. We must actively create and build a political environment and effective mechanism for the "key minority" rule by virtue.
