【摘要】：村干部是指处在国家行政干部体制之外的、没有编制且没有脱产的特殊干部群体。他们与广大村民有着最直接、最紧密的联系,对社会主义新农村建设具有不可替代的作用,在全面建成小康社会中肩负着重要历史任务。培养以身作则、廉洁自律的村干部是我们党解决“三农”问题、推进农业现代化的重要举措,可以满足快速实现全面建成小康社会目标的人才需求。延安村干部是指经过延安广大村民群众公开投票选举产生的,在延安农村各村党组织与村民委员会中具有行使公共权力,同时具有管理公共事务、为村民提供公共服务责任,并在延安各个村组织中担任一定工作职务,并享有比国家正式公职人员稍低一些的政治经济等相关福利待遇的工作人员。他们是延安社会主义新农村建设的组织领导者、推动者和实践者。不断加强对延安村干部的思想政治教育,不仅关系着他们自身思想政治素质和水平的提高,更关系到国家方针、政策、措施在农村的准确、有效落实。新时期延安村干部思想政治教育取得了一定的成绩,主要体现在:村干部的理想信念坚定、村干部思想政治教育方式多样、村干部作风建设成效明显等方面。但也存在村干部自身思想政治道德素质不够高、思想政治教育的专职人员欠缺、思想政治教育方法缺乏灵活性、思想政治教育过程存在形式主义、思想政治教育氛围不是特别浓厚等问题。新时期延安村干部思想政治教育存在诸多问题的主要原因是:观念较落后、教育队伍较薄弱、教育方法不恰当、教育制度不健全、教育环境比较差等。对此,我们应该从转变村干部思想政治教育观念、建设村干部思想政治教育队伍、改变村干部思想政治教育方法、健全村干部思想政治教育制度、优化村干部思想政治教育环境等方面采取相应对策。
[Abstract]:Village cadres refer to the special group of cadres who are outside the national administrative cadre system and have no establishment and no release from production. They have the most direct and close connection with the villagers, and play an irreplaceable role in the construction of a new socialist countryside, and shoulder an important historical task in building a well-off society in an all-round way. It is an important measure for our Party to solve the problem of "agriculture, countryside and farmers" and to promote the modernization of agriculture. It can meet the demand of talents who can quickly realize the goal of building a well-off society in an all-round way. The village cadres in Yan'an are elected by public vote of the broad masses of villagers in Yan'an. They exercise public power in the party organizations and villagers' committees of the villages in Yan'an, at the same time, they have the responsibility of managing public affairs and providing public services to villagers. And in Yan'an village organizations to hold certain work positions, and enjoy a slightly lower than the national official public officials, political and economic benefits and other related benefits of the staff. They are the leaders, promoters and practitioners of the construction of the new socialist countryside in Yan'an. Strengthening the ideological and political education of the village cadres in Yan'an is not only related to the improvement of their own ideological and political quality, but also to the accurate and effective implementation of the national principles, policies and measures in the countryside. Some achievements have been made in the ideological and political education of village cadres in Yan'an in the new period, which are mainly reflected in the following aspects: firm ideals and beliefs of village cadres, various ways of ideological and political education of village cadres, and obvious achievements in the construction of village cadres' style of work. However, there are also village cadres whose ideological and political moral quality is not high enough, lack of full-time personnel in ideological and political education, lack of flexibility in the methods of ideological and political education, formalism in the process of ideological and political education, Ideological and political education atmosphere is not particularly strong and other issues. In the new period, there are many problems in the ideological and political education of the village cadres in Yan'an. The main reasons are that the concept is relatively backward, the educational team is weak, the educational methods are not appropriate, the educational system is not perfect, and the educational environment is poor. In this regard, we should change the concept of ideological and political education of village cadres, build the contingent of ideological and political education of village cadres, change the methods of ideological and political education of village cadres, and improve the system of ideological and political education of village cadres. To optimize the village cadres ideological and political education environment and other aspects to take corresponding countermeasures.
