新时期加强党的群众工作问题研究

【摘要】：群众工作是一项长期系统的工作,是党的生命工程,需要党坚持不懈地开展下去。中国共产党历来重视群众工作,始终坚持密切党群关系,切实为人民群众服务,赢得了人民的支持和信任。在新的历史时期,不断加强党的群众工作对于发挥党的优势、凝聚中国力量、推进中国特色社会主义事业的发展和中国梦的实现有巨大的推动作用。中国共产党自创立以来就非常重视群众工作,在理论和实践上都积累了重要经验,包括维护广大人民群众的根本利益是检验成效的标准;发挥党员的先锋模范作用是基本要求;提高党服务群众的能力是关键;完善党的群众工作机制是保障。但总的看来,目前党的群众工作面临着重要的问题,群众工作面临的问题既与国内外环境的变化有关,也与部分党员的服务意识和服务能力不强、党的群众工作机制不够完善、党风廉政建设不够深化等有着很大的关系。新时期加强党的群众工作需要做到:一是通过对党员的思想政治教育、系列专门教育和严格党员管理制度等不断增强党员的服务意识;二是加快建设基层服务型党组织;三是通过健全党的利益表达机制、民主决策机制、矛盾调处机制和服务群众机制,以不断完善党的群众工作机制;四是通过开展党风廉政教育、完善制度法规和加大监督力度来推动基层党风廉政建设。
[Abstract]:Mass work is a long-term systematic work, is the party's life project, need the party unswervingly carry on. The Communist Party of China has always attached great importance to mass work, has always maintained close relations between the party and the masses, and has won the support and trust of the people by earnestly serving the masses. In the new historical period, strengthening the mass work of the party plays a great role in giving play to the superiority of the party, rallying Chinese strength, promoting the development of socialism with Chinese characteristics and the realization of Chinese Dream. Since its founding, the Communist Party of China has attached great importance to mass work, accumulated important experience in theory and practice, including safeguarding the fundamental interests of the broad masses of the people is the standard to test effectiveness, giving full play to the vanguard and exemplary role of party members is the basic requirement. Improving the Party's ability to serve the masses is the key; perfecting the Party's mass work mechanism is the guarantee. But generally speaking, the mass work of the party is facing important problems. The problems faced by the mass work are not only related to the changes in the environment at home and abroad, but also to the lack of service consciousness and ability of some party members, and the Party's mass work mechanism is not perfect enough. The construction of party style and clean government is not deep enough and so on has very big relation. In the new period, it is necessary to strengthen the mass work of the Party: first, to strengthen the service consciousness of the Party members through ideological and political education, a series of special education and strict management system of party members; second, to speed up the construction of service-oriented party organizations at the grass-roots level; Third, through improving the party's interest expression mechanism, democratic decision-making mechanism, contradiction mediation mechanism and mass service mechanism, in order to continuously improve the party's mass work mechanism; fourth, through the development of party conduct and clean government education. Improve the system and regulations and strengthen supervision to promote the building of party style and clean government at the grass-roots level.
