党组织在社区治理中的地位及作用研究

【摘要】：一直以来,党组织在社区建设中的作用主要通过发挥党员先锋模范作用来实现的,在新形势下,社区党组织的新任务是推进社区治理体制的形成。第一章分析了建立社区治理体制是国家的战略要求,在这个背景下提出党组织的新任务是推动社区治理模式的建立。我国的经济体制,政治体制,社会管理体制的改革带来了社区体制的变化,社会体制改革要求建立党委领导,政府负责,社会协同,公众参与的社会管理格局。社区作为社会管理的基础,推进社区体制改革是党和政府的重要任务。党组织作为社区建设的领导核心,是社区体制改革的主要推动力。这就要求党组织在社区治理模式下进行领导方式和领导内容的创新,进一步发挥其社区治理中领导者作用。第二章厘清了党组织在社区建设中发挥的作用。比如建立了基层党组织,加强了对党员的管理,对困难群众的帮扶,形成了党员志愿者队伍,完善了党员群众服务中心等等。第三章剖析当前社区治理面临的问题。比如社区民主自治还不够完善,社区工作者能力不强,社区服务组织还不完善等等。第四章探索了党组织推动社区治理体制形成的具体路径。构建区域化党建模式,加强党整合资源的能力;构建合理的社区治理机制,加强社区工作人员的能力;建立社会服务组织,完善志愿者服务等。结论部分认为党组织应该从培育居民自治和提高社区服务水平等方面来推动社区治理模式的形成。
[Abstract]:The role of party organizations in community construction has been realized mainly by giving full play to the vanguard and exemplary role of party members. Under the new situation, the new task of community party organizations is to promote the formation of community governance system. The first chapter analyzes that the establishment of community governance system is the strategic requirement of the country, under this background, the new task of the Party organization is to promote the establishment of community governance model. The reform of economic system, political system and social management system of our country has brought about the change of community system. The reform of social system requires the establishment of social management pattern of party committee leadership, government responsibility, social cooperation and public participation. As the foundation of social management, it is an important task for the Party and the government to promote the reform of community system. As the leading core of community construction, Party organization is the main driving force of community system reform. This requires the Party organization to innovate its leadership style and leadership content under the community governance model and further exert its leadership role in community governance. The second chapter clarifies the role of the Party organization in community construction. For example, we have established grass-roots party organizations, strengthened the management of party members, helped the masses in difficulty, formed a contingent of party members and volunteers, and improved the service centers for the party members and the masses, and so on. The third chapter analyzes the current problems faced by community governance. For example, community democratic autonomy is not perfect, community worker ability is not strong, community service organization is not perfect and so on. The fourth chapter explores the specific path for the Party to promote the formation of community governance system. To build a regionalized party building model to strengthen the Party's ability to integrate resources; to build a reasonable community governance mechanism to strengthen the ability of community workers; to establish social service organizations and improve volunteer services. The conclusion is that the Party organization should promote the formation of community governance model from the aspects of cultivating residents' autonomy and improving the level of community service.
