【摘要】：党的基层组织是中国共产党按照民主集中制原则构建的一个严密而完整的组织体系的重要基础,是中央、地方组织在社会基层的一支重要的主力军。党的十八大报告不仅提出了要“建设学习型、服务型、创新型的马克思主义执政党”,而且也提出了“要充分发挥基层党组织推动发展、服务群众、凝聚人心、促进和谐的作用。”农村基层党组织是党在农村工作的战斗堡垒,担负着贯彻和落实党的路线、方针、政策的职责,维系着农业发展、农民增收、农村和谐稳定等一系列重大问题。可以说,农村基层党组织能否能实现向服务型的转变,直接关系着整个中国共产党服务型政党的建设。然而,随着国内外形势的深刻变化以及农村社会的转型,农村基层党组织应有的服务功能出现了不少问题,严重影响了自身的光荣使命和责任担当。可见,只有正视农村基层党组织服务弱化的现实,探究问题背后的问题,才能有针对性地化解问题,补齐短板。渭南市农村基层党组织虽然在社会主义新农村建设中发挥了重要作用,但在服务型党组织建设中仍然暴露出许多不足,这些缺陷也“折射”了整个中国农村基层服务型党组织建设过程中的许多共性问题。基于此,有必要以“当前渭南农村基层服务型党组织建设”为研究主题,以马克思主义党建理论为指导,针对渭南市各个区县的农村基层服务型党组织建设存在的问题,以探索化解渭南乃至其他农村基层党组织问题的共享“处方”。全文由引言和正文两大部分构成,其中正文共四部分内容:第一部分是概念界定与理论基础。该部分主要界定“政党”、“服务型政党”、“基层党组织”、“服务型党组织”等核心概念,澄清关键词的内涵及外延,并将马克思主义经典作家和中国化马克思主义的相关理论作为研究基础。第二部分是介绍渭南农村基层党组织概况及存在的问题。该部分主要以调查问卷的形式,对渭南市各个区县的农村基层党组织建设概况进行深入调查,摸清渭南农村基层党组织在“领导作用”“服务基层”等方面的具体情况,从中得出了农村基层党组织在服务发展、服务社会、服务群众、服务党员四方面仍然存在着服务性欠缺的问题。第三部分是对渭南农村基层服务型党组织建设问题的原因分析。该部分透过现存问题,探究出了党员干部队伍服务意识不强、基层组织管理与服务制度不健全、农村社会内部监督力薄弱、农民的组织性和参与性较差等是引发问题的症结所在。第四部分是加强渭南农村基层服务型党组织建设的主要对策。该部分提出了渭南农村基层服务型党组织建设的具体措施,即加强思想和技能,提高基层党员干部服务意识和能力;健全农村基层组织服务制度,规范服务内容和标准;创新农村基层组织服务方式,健全服务机制;强化农村社会内外监督,确保农村基层组织服务的实效。
[Abstract]:The Party's grass-roots organization is the important foundation of a strict and complete organizational system constructed by the Communist Party of China in accordance with the principle of democratic centralism, and is an important main force of the central and local organizations at the grass-roots level of the society. The report of the 18th CPC National Congress not only proposed "building a learning-oriented, service-oriented, innovative Marxist ruling party," but also proposed that "give full play to grass-roots party organizations to promote development, serve the masses, and rally people's hearts." The role of promoting harmony. " The rural grass-roots party organization is the fighting fortress of the party's work in the countryside. It bears the responsibility of carrying out and carrying out the Party's line, principles and policies, and maintains the development of agriculture, the increase of peasants' income, the harmony and stability of the countryside, and so on. It can be said that whether the rural grass-roots party organization can realize the transformation to the service type is directly related to the construction of the whole service party of the Communist Party of China. However, with the profound changes in the situation at home and abroad and the transformation of rural society, there are many problems in the service function of rural grass-roots party organizations, which seriously affect their glorious mission and responsibility. It can be seen that only by facing the reality of the weakening service of the rural grassroots party organizations and exploring the problems behind the problems can we solve the problems pertinently and make up for the shortcomings. Although the rural grass-roots party organizations in Weinan City have played an important role in the construction of a new socialist countryside, they still expose many shortcomings in the construction of service-oriented party organizations. These defects also refract many common problems in the process of the construction of rural service-oriented party organizations in China. Based on this, it is necessary to take "the current construction of the rural service-oriented party organizations in Weinan rural areas" as the research theme, and take the Marxist theory of party building as the guidance, aiming at the problems existing in the construction of the rural grass-roots service-oriented party organizations in various districts and counties of Weinan City. In order to explore the solution of Weinan and other rural grassroots party organization problem sharing "prescription". The paper is composed of two parts: the introduction and the text, in which there are four parts: the first part is the definition of the concept and the theoretical basis. This part mainly defines the core concepts of "political party", "service-oriented party", "grass-roots party organization", "service-oriented party organization", and clarifies the connotation and extension of key words. And takes the Marxism classical writer and the Chinese Marxism related theory as the research foundation. The second part is to introduce the general situation and existing problems of the basic Party organization in Weinan rural area. This part mainly takes the form of questionnaire, carries on the thorough investigation to the general situation of the rural grass-roots party organization construction in every district and county of Weinan city, finds out the concrete situation of the rural grass-roots party organization in the "leading role" and "serving the grass roots" in Weinan, etc. It is concluded that the rural grassroots Party organizations still lack service in four aspects: service development, service to society, service to the masses and service to party members. The third part analyzes the causes of the construction of the service-oriented party organizations in Weinan rural areas. Through the existing problems, this part explores that the service consciousness of the ranks of party members and cadres is not strong, the management and service system of grass-roots organizations is not perfect, and the internal supervision of rural society is weak. Poor organization and participation of farmers are the crux of the problem. The fourth part is the main countermeasures to strengthen the construction of the basic-level service-oriented Party organizations in Weinan rural areas. In this part, the author puts forward the concrete measures for the construction of the rural service-oriented party organizations in Weinan rural areas, that is, strengthening the ideology and skills, improving the service consciousness and ability of the Party members and cadres at the grass-roots level, perfecting the service system of the rural grass-roots organizations, and standardizing the service contents and standards. Innovation rural grass-roots organization service mode, perfect service mechanism, strengthen the supervision inside and outside the rural society, ensure the actual effect of rural grass-roots organization service.
