人口流动背景下的农村基层党组织建设问题研究

【摘要】：随着社会主义市场经济的发展,我国一体化进程加快,城乡壁垒逐渐被打破,农村人口逐渐流向城市。在这种情况下,对农村来讲,大量人口的流出一定会引发一系列的问题,引发多米诺骨牌效应。本文以此为背景,着重研究这种人口流动对农村基层党组织建设带来的影响。农村大量青壮年劳动力外流,必定会对农村内部造成一系列影响。农村缺乏劳动力进行生产和经济建设,老人和小孩成为主要人口,必然会造成经济发展迟缓,各种资源缺失或是得不到充分利用,人口老龄化等问题。部分农村人口进入城市,接触现代工业文明和城市文明,思想和视野更加宽阔,并获得先进的知识和技术。一方面吸引更多人口向城市流动,以获得更好的资源,从而造成各种资源的进一步失衡。另一方面,农村对于各种先进技术进行引进,或是发家致富的农村人口回家创业,也会为农村经济水平带来一定增长,为发展提供便利,所以这种人口流动对农村造成的影响极其复杂,很难单纯的做出积极或消极的评判。农村基层党组织建设的质量,是否能够充分发挥作用,直接关系到党的执政地位是否稳固,关系到能否真正解决三农问题,从而推进社会主义现代化建设,提高小康水平。对社会的富强民主,文明和谐具有深远意义。有利于我国马克思主义理论的建设和完善,对党内理论建设,对我国经济建设,都有着重大的战略意义和时代意义。深入研究社会主义现代化建设背景下的农村村民流动对农村基层党组织建设的影响有助于我们从理论上应对挑战,重新审视当前形势和背景下农村基层党组织建设面临的一些前沿理论问题。我们对农村进行调查采访,根据现实情况对农村人口的流动对基层党组织的影响做出情况分析并且对相关情况专门性的进行研究。做到理论和实际结合,帮助基层党组织对现在出现的问题进行理论指导。本文参考前辈文献,并整理部分调查数据作为支持,对人口流动环境下的农村基层党组织进行探讨:首先对农村基层党组织建设的历史进行了回顾;其次对农村基层党组织建设带来的影响进行阐述,人口流动引起村民对党的基层组织的新认识、人口流动导致农村基层党组织后备力量缺乏、人口流动对流动党员的管理和教育提出新挑战和人口流动对农村基本公共治理提出更高要求作出一定的分析;最后对创新农村基层党组织建设提供了部分思路,在提高农村经济水平及服务能力、进一步加强农村基层党组织思想建设、加强流动党员管理、推进农村社会管理工作体系的建设这几个方面提出建议性对策。希望能为农村基层党组织建设的理论建设带来参考。
[Abstract]:With the development of socialist market economy, the process of China's integration is accelerated, the barriers between urban and rural areas are broken, and the rural population flows to cities. In this case, for rural areas, the outflow of a large population will cause a series of problems, leading to domino effect. Based on this background, this paper focuses on the impact of this population flow on the construction of rural grassroots party organizations. A large number of young and middle-aged rural labor outflow, will inevitably cause a series of impacts on the rural interior. The lack of labor force for production and economic construction in rural areas, the elderly and children become the main population, will inevitably lead to slow economic development, lack of all kinds of resources or not fully utilized, population aging and so on. Part of the rural population enters the city, contacts the modern industrial civilization and the urban civilization, the thought and the vision is wider, and obtains the advanced knowledge and the technology. On the one hand, attracting more people to move to cities to obtain better resources, resulting in a further imbalance of resources. On the other hand, the introduction of various advanced technologies in the rural areas, or the return of the rural population to start a business, will also bring about a certain increase in the rural economic level and facilitate development. Therefore, the impact of this migration on rural areas is extremely complex, it is difficult to make a simple positive or negative judgment. Whether the quality of rural grass-roots party organization construction can play a full role is directly related to whether the ruling position of the party is stable or not, whether it can really solve the problems of agriculture, countryside and farmers, so as to promote the socialist modernization construction and raise the level of well-off society. It is of profound significance to social prosperity and democracy, civilization and harmony. It is beneficial to the construction and perfection of Marxist theory, to the construction of inner-party theory and to the economic construction of our country. The in-depth study of the influence of rural villagers' mobility on the rural grass-roots party organization construction under the background of socialist modernization will help us to meet the challenges in theory. Review the current situation and background of the rural grass-roots party organization construction facing some forward theoretical problems. We carry on the investigation and interview to the countryside, make the situation analysis to the influence of the rural population mobility to the grass-roots party organization according to the reality situation, and carry on the research to the related situation specially. To achieve theoretical and practical integration, to help grass-roots party organizations to the current problems of theoretical guidance. In this paper, referring to the previous literature, and collating some survey data as support, the rural grass-roots party organizations under the environment of population mobility are discussed: firstly, the history of rural grass-roots party organization construction is reviewed; Secondly, it expounds the influence brought by the construction of rural grass-roots party organizations. Population mobility has caused villagers to have a new understanding of the Party's grass-roots organizations, and population mobility has led to the lack of reserve forces of rural grass-roots party organizations. Population mobility poses new challenges to the management and education of floating party members, and population mobility puts forward higher requirements for basic public governance in rural areas. Finally, it provides some ideas for innovating the construction of rural grass-roots party organizations. Suggestions are put forward to improve the rural economic level and service ability, to further strengthen the ideological construction of rural grass-roots party organizations, to strengthen the management of floating party members, and to promote the construction of rural social management system. Hope can bring reference to the theoretical construction of the rural grass-roots party organization construction.
