【摘要】：工业化、信息化、城镇化、农业现代化,是实现我国现代化的基本途径,是中国共产党立足全局、着眼长远、与时俱进的重大战略决策。十八大报告指出,“反对腐败、建设廉洁政治,是党一贯坚持的鲜明政治立场,是人民关注的重大政治问题”。反腐败斗争是严肃的政治斗争,也是文化与道德的较量。深入推进党风廉政建设和反腐败斗争,必须有廉政文化的有力支持。文化是一个社会发展进步的重要标志,是一个国家综合国力的重要体现。“文化软实力”概念已逐渐被全球所接受,用来描述国家的文化影响力。廉政文化是国家文化软实力的重要组成部分,其推广与传播具有重要的意义和价值。农村是廉政文化建设的重要阵地,农村廉政文化建设的成败,对于推进国家各项政策的施行,以及社会和谐进步方面有着重要作用,特别是在新农村建设中推进农村党风廉政建设工作、农村基层民主建设、巩固党在农村执政基础,乃至于农村经济繁荣发展的方方面面起着决定性的作用。我国已经进入了全面建成小康社会、加快推进社会主义现代化建设的新的历史阶段,经济体制深刻变革,社会结构深刻变动,利益格局深刻调整,思想观念深刻变化,我们面临着前所未有的机遇,也面临着前所未有的挑战。在全面深化改革的今天,要继续采取切实措施研究解决长期困扰我们的“三农”问题,对于增强农村发展活力,促进城乡共同繁荣,夯实国民经济基础,构建社会主义和谐社会,推进全面建成小康社会和实现中华民族伟大复兴的中国梦,具有重大的现实意义。本研究在前人的廉政理论、权力腐败论、寻租理论的基础上,通过黑龙江省四丰乡廉政文化建设问卷的调查,着手于以下几方面的研究：一是描述了我国农村廉政文化建设的背景,梳理了国内外研究文献,提出农村廉政文化建设的重要性；二是界定了文化、廉政文化、农村廉政文化以及农村廉政文化建设四个概念的科学内涵,阐明了国内外廉政文化建设的理论；三是阐述了古今中外廉政文化建设的成就,评价其价值,并总结各国经验对完善我国农村廉政文化建设的科学建议。四是科学地分析了我国农村廉政文化的建设的成就以及存在问题的原因,阐明了我国农村廉政文化建设中存在的成就和不足,并剖析其原因；五是就我国目前农村廉政文化建设的现状,以经济建设、组织建设、文化建设和制度建设为核心,为我国农村廉政文化的建设提供切实可行的实践参考。
[Abstract]:Industrialization, informatization, urbanization and agricultural modernization are the basic ways to realize the modernization of our country. It is the important strategic decision of the CPC to base itself on the overall situation, to focus on the long term and to keep pace with the times. The report of the 18th National Congress of the CPC pointed out that "opposing corruption and building clean politics is a clear political stand consistently upheld by the Party and a major political issue of concern to the people." The fight against corruption is a serious political struggle as well as a contest between culture and morality. To further promote the building of a clean and honest party and the struggle against corruption, we must have strong support from the clean government culture. Culture is an important symbol of social development and progress, and an important embodiment of a country's comprehensive national strength. The concept of "cultural soft power" has gradually been accepted by the world as a description of the cultural influence of a country. Clean government culture is an important part of national cultural soft power, its promotion and dissemination has important significance and value. The countryside is an important position in the construction of clean government culture. The success or failure of the construction of rural clean government culture plays an important role in promoting the implementation of national policies and social harmony and progress. Especially in the new rural construction to promote the construction of rural party style and clean government rural grass-roots democracy consolidation of the party in rural governance foundation and even in all aspects of rural economic prosperity and development plays a decisive role. Our country has entered a new historical stage of building a well-off society in an all-round way and speeding up the socialist modernization drive, with profound changes in the economic system, profound changes in the social structure, profound readjustment of the pattern of interests, and profound changes in ideas and concepts. We face unprecedented opportunities and challenges. With the overall deepening of reform today, we must continue to take practical measures to study and solve the "three rural" problems that have plagued us for a long time, so as to enhance the vitality of rural development, promote the common prosperity of urban and rural areas, and consolidate the foundation of the national economy. It is of great practical significance to construct a harmonious socialist society, to promote the building of a well-off society in an all-round way and to realize the great rejuvenation of the Chinese nation. On the basis of previous theories of clean government, power corruption and rent-seeking, this study is based on the questionnaire of the cultural construction of clean government in Sifeng Township of Heilongjiang Province. First, it describes the background of our country's rural clean government culture construction, combs the domestic and foreign research literature, points out the importance of the rural clean government culture construction, second, defines the culture, clean government culture, The scientific connotations of the four concepts of rural clean government culture and the construction of rural clean government culture are expounded, and the theories of clean government culture construction at home and abroad are expounded. Third, the achievements of the construction of clean government culture in ancient and modern China and foreign countries are expounded, and its value is evaluated. And summing up the experience of various countries to improve the cultural construction of rural clean government scientific advice. The fourth is to scientifically analyze the achievements of the construction of rural clean government culture and the causes of existing problems, clarify the achievements and shortcomings in the construction of rural clean government culture, and analyze the reasons; Fifthly, regarding the present situation of the cultural construction of clean government in rural areas in our country, taking the economic construction, organizational construction, cultural construction and system construction as the core, it provides a practical reference for the construction of the rural clean government culture in our country.
